Is there a formula for the likelihood of a Nuke destroying a city outright?

I understand they cannot destroy capitals. But for other cities, is there a function to determine the probability that a nuke strike will destroy it? What factors increase/decrease the likelihood?
 
1) Are you using a Nuclear Missile?

2) Is the city at 4-pop or above?

3) Does the city have Bomb Shelter?

4) Do you have more than enough nuclear missiles to blanket an entire continent for ages?
 
Every nuke that hits a city will reduce its population, when the pop reaches 0 the city will be destroyed.

ONLY with upgraded nukes, and never a capital

I'm not sure but it sounds like you are answering my question, but in the form of questions for some reason. What I think you are saying is:

1) You must use Nuclear Missiles
2) The city population must be less than or equal to 4
3) The city must not have a bomb shelter
4) ???
 
Indeed, the last one is for cases where each city has a Bomb Shelter, and each city is above 10 pop. Though at that point it'll be more efficient to just nuke and take them with ground units instead.

Bomb Shelters half the effectiveness of a nuclear missile - when it'll normally deal 4 pop loss, it'll now shave off 2 pop instead.
