Is there a tool similar to Dev tools like Fire tuner?

Greetings,
I am curious if there is a tool like in VI that works like fire tuner with its City, Unit and World panels to shape and mod while the game is in progress?

In another post I commented that I am not buying the game nor playing it until there is a mod or a way to fix the leaders in place and stop the mid game civ changing which happens. Its a direction I absolutely do not want in my game.
I want to start as Rome and I want to end as Rome.

That is fundamental to the design of the game so don't hold your breath.
 
Thanks for replies. I know its 'fundamental' to their vision of what a civ game is but it's not mine. For now I am regressing back to Civ IV with the caveman to cosmos mod. Its been quite engaging for about 1000 turns and still fun to keep going 'one more turn'.

Not so much the "vision" but it is tied into many other parts of the game so it would be a very extensive mod (depending on what you mean by finishing the game as Rome*)

*If it is just the Name, ie modern Rome but with Jacobins and Salons it is just a UI change
