Is there a way to change the order of my cities in the Next/Prev City rotation?

Instead of jumping wildly from one side of my empire to the other.
Sadly no. The rotation goes in order of founding / capture. I imagine that it could be done in the dll though if you are up for some modding.

Could use numpad to switch to a city in a particular direction. But to get to all cities that way in a sensible order, you'd have to memorize a sequence of key presses, e.g. starting in capital, go NW (key 9 edit: 7), then east twice (key 6) etc. So not really an aswer to the question posed; thought I'd mention it anyway because it's a rather obscure key mapping.

With or without numlock on?

Hm. I've removed NumLock from my keyboard. I think NumLock being on means that the numpad – and the LED – is enabled. My LED is on, so I guess NumLock should be on. And then the city screen needs to be up or a city selected on the main map. And there has to be a city in the direction corresponding to the key press.

Why would you do that?

I never use the numpad for anything other than typing numbers, so I don't want to turn that off by accident. Which had been happening very rarely; CAPS is a much bigger offender (and also got the screwdriver treatment). What do you use the numpad for?
Or do you mean why switch to a city in a particular direction? I haven't found a good use for that personally.

I use it both as a numerical input and as a navigational aid. But more critically I use numlock to make sure I can turn it into the proper form when windows inevitably screws up and changes the setting on its own. And capslock is something I use super often too.

What do you use capslock for? Just kidding. I've never even tried numpad navigation though; I think I'll check it out the next time that I'm at a keyboard with numlock intact.
Oh, and I've used numpad in Civ just now. I wanted my city to finish its GP no earlier than my capital, didn't remember how many turns to go the capital had exactly, but did remember that the capital was just adjacent to the west ... and Num4, Num6 action ensued.

Capslock is really useful to me when ever I want to write a long sentence in all caps. Like for example when doing my work as a programmer I do that a lot. Or when typing out names for units in CIV or other games. It's just easier to hit one key and type than to hold down shift for more than two seconds and both buttons fall under the same finger anyway.

use numpad
Thanks, I didn't know you could do this! I now can reassign a land tile from another city to the one I am currently managing, then jump directly to the city I took the tile from and make sure the population unit isn't reassigned to something stupid.
