Is there a way to peacefully absorb city states?

I think in the base game Austria could outright buy city states. Is there a similar mechanic in place in VP? Or can one only expand militarily into city states?

Venice can get city states with Merchant of Venice. No one else though.

What tothePAIN said. Austria can make City-State allies permanent via their UA but cannot capture the City-State peacefully.
