Is there any strategic value to naval melee units?

The same used as if a unit was wounded and attacking with that penalty, minus the HP loss ?

Its a little confusing as there is 2 17's used
Ranged are -17 Strength
Melee are 17% of damage is applied
hopefully the table helps

We can see from this diagram that a crossbow still gets the -17 STR with a tower but applies 100% damage against the garrison.rather than reduced by the % of wall left
Naval Ranged do not get -17 STR

Let's say I am a crossbow attacking a strength 25 wall.

Normally I am strength 40 but versus walls I am strength 23 because I am -17

So now I attack and do 24 damage but this is reduced by 50% so end up doing 12 damage to the walls

Interesting to know. Thanks. What about the walls after the city is captured? If I attacked the city with a siege tower and 100 wall HP are left out of 200 before taking the city, does the wall have the same HP after capture and can be used for defence? If that's the case, siege towers are better than battering rams, because they don't destroy the walls completely.

You make a good valid point.

The word "better" is only being based on saving the wall.

It is a question of what type of troops you use and what preferences you have

For example I may have a catapult I want to get experienced, once the wall is down they can have a bit of target practice.

Also, yes the wall stays damaged

So if a siege unit, a range ship and a range land unit all have the same strength,
Damage to the wall: 1 seige unit=2 range ship=4 range unit, -17 strength almost has the same meaning with half damge.
Damage to the city: 1 seige unit=1 range ship=2 range unit.
I don't know whether it is a bug or on purpose, but it seems that they encourage to take a city with a range ship. And it's actually bad to attack a city with just range unit wihout a tower, for they have a low efficiency in destroying the wall, thus producing a low damage to the city itself.
