Is This A Bug?

I've been at war with Songhai since the 1840s or 1850s, it is now 1941 and they still will not acknowledge my envoy for peace. I've been sueing for peace ever since they first declared and have never gotten a response (this is an Earth Map). Bismarck joined Songhai against me maybe five turns after, and he has been acknowledging my envoy since 1900. Is this a bug or something? If it is, then this game is unsalvagable, because I've been holding out against him for a hundred years now and I'm on the verge of breaking.
 
Sorry I could not find the thread, I probably should have actually looked at Bug Reports >.<

edit: that thread actually doesn't address what my issue is, I am stuck at war with them, not at peace.
 
Yes, but over 100 years of war? That's a bit extreme, isn't it? I'm used to Civ3, if you get thrashed, eventually the AI will offer peace, but at a high price (I don't know if this changed with Civ4). I'd rather pay what I have to Songhai than lose one or two of my best cities.

No its not a bug.. its the "new" "improved" plays like your in a multiplayer deathmatch online game AI.
