I think it is neccassary it just means they are more likely to give in if you demand stuff looking at his score it is quite low.

This was about 10 turns into a Modern game. I was low too, about 475 or so.

Well I did not think the ai would be scared right away so I figured it was well into the game.

It's pretty useless. I can always tell when the AI is supposed to feel inferior anyway, by looking at their score or army ranking.
