Japanese units fight at full strength when wounded. Populism gives '+25% more damage than normal' to wounded units. Do wounded Japanese units do 125% damage?

Notice it says To not From wounded units? So wounded Japanese units would only do 125% damage if they are attacking an enemy unit that is also wounded.

The point of this policy is to finish off wounded units easier.

Example: Your first unit attacks an enemy for 5 damage and takes it down to 5/10 health. Without this policy, your 2nd unit only does 4 additional damage, taking it to 1/10 health. Now you need a 3rd unit to kill it. With the policy, that 2nd unit would have done 125% damage or 5 points instead of 4, thus finishing it off right then and there.

Sorry. The exact wording for Populism is 'Wounded military units inflict 25% more damage than normal' (Mac patch). It doesn't say 'to wounded units'.
 
Cossacks have the ability to deal 50% more damage to wounded units. Populism makes your wounded units deal 25% more damage.

Thus wounded japanese units would deal more damage than full-health ones. Strange.

Well if they didn't do more damage the policy would be utterly useless for Japan. So it's either awesome or worthless!

Ok, now your question makes more sense then. The way you originally worded it, made it read the way I said in my first reply. By this new wording, then yes, wounded Japanese units would do more damage than those with full health with this policy.
 
Well that sure is how it looks but you can't go by wording alone. You never know how the actual game mechanics are treating it. Have you (or anyone else) actually tested it?

1)It could simply add the 25% for a total of 125% for the Japanese.

2)It could scale with health. I assume that if a non Japanese unit is at 60% health it does 60% damage? If so then another 15 damage (25% of 60) from Populism would be a total of 75%. Maybe the Japanese unit at 60% would add that same 15% damage for a total of 115% instead of 125%.

3)It could cap at 100% and is worthless for Japan. You never know until it's confirmed. Anyone know for sure?
 
As I understand Japan's UA, it lets Japanese units fight as if they had 10 HP (full health), regardless of their actual amount. Populism adds +25% :c5strength: for Japanese units that are wounded attacking another unit. Since Japan is never "technically" wounded, I'd gather that populism does nothing for Japan. Testing is needed :)
