Do not fear, your words got some good laughs from the Brotherhood. Particularly the part where you attempted to justify a government as moronic as hereditary rule. We even got a few chuckles at you assuming that, as a socialist representative democracy, we MUST be insane.
What we could NOT stand, however, is the SLANDER that we would attempt to slay our race-brothers.
I know your European overlords have a hard time understanding this, but we have honour enough to not kill those we hold dear to us. Our glorious regime SHALL expand, bringing many new lands under Colombian rule, but even the insinuation that we would take it from our fellow Latin Americans is nothing short of vile.
There are more than enough lesser peoples in the world to prevent Latin Americans ever having to spill each others blood.

So then who are you wasting this vitriol on then? Are you going to go launch a massive invasion of say Germany? Or China? Where exactly can you expand as you put it but inside Latin America? Please show the NHRE exactly where the amazing Navy of Colombia and its equally Massive Army are to undertake such a pointless expedition?
Again we state that should you attempt to declare war inside South America, The Caribbean, or Central America we will defend them. Dowager is dead! Dowager is dead! the citizens yelled. As obviously has it had seen, Dowager Cixi had died suddenly (later to be proven from acute arsenic poisioning). Prince Gong was very quick to seize back control of the Qing Empire, considering Dowager Ci'an also had been dead for four years. The Eight Regents, of course, he had killed, using the Dowagers to dispose of them. After, Gong had seized the crown of the Qing Empire, as nobody had believed. He was given the title Zhong for his loyalty to his country. As such, he was forever known as the Zhong Emperor.
However, there were suspicions that Dowager Ci’an had been mysteriously poisoned by Cixi in order to eliminate a threat to power. As such, she had persuaded the cook to poison Prince Gong, allowing her to choose the Guangxu Emperor. However, Gong decided to leave early to use the bathroom and miss tea time with the French to finish the war between the Chinese and the French. As such, what was meant to be Gong’s tea was given to the Dowager. A few hours after the meeting, Cixi lay dead of her own poisoning.
Talks were held over the empire about Prince Gong. Had he really insulted Cixi? Did Cixi really kill Ci’an? Was the Dowager’s death ordered by Gong himself so he could claim the throne for himself? All would be answered in his first speech to the people.
“Citizens of the Qing Empire! There are many rumors about how I ascended to power. Most of these are untrue. I had absolutely no part in Cixi’s death. However, I have a witness proving that Cixi had indeed killed her sister. Bring out the advisor.”
The official doctor of the Empress had come out. “In your medical studies, did you ever see evidence of poisoning?”
“Y-y-yes! A thousand times!”
“See! You have been led by a devil for this long time! She had started a war that would destroy our military! She had killed her own sister, and wanted me out of power so she could pursue her evil goals!”
Then, the handservant of Gong had stepped up. “Will you tell what actually happened the day that I supposedly insulted the dowager?”
“He was led to the throne room, told that his powers would be restricted, and he had left.”
“Disposing her greatest ally and the reason that she rose to power solely because she wanted the entire throne! This is your previous emperor!”
The people had cheered for the new emperor, fully supporting the man.
“And the last subject, the cook who had prepared the meal! Was the tea that killed the Dowager meant for me at her orders or was it meant for her?”
“It was indeed for Gong. He had left for tea and I served the wrong cup to the Dowager.”
The cook later was pardoned, given a pension, and lived a free and happy life, grateful of the people for the mistake that would greatly change China’s history. And so, with everything cleared, Cixi vilified, and his power consolidated, the Zhong Emperor gave his speech:
“The Great Devil Cixi has held our great nation back from its rightful glory. From all sides, we are surrounded by foreign nations who have struck our great armies and ancestors down. And what has Cixi done to prevent us from being further exploited? Absolutely nothing. The old ways of combat have failed us. Because of our reactionary policies, China has been raped, pillaged, and destroyed solely because others want to trade.
Instead, our neighbors across the East China, Japan, opened their ports to these nations. Now, they are a powerful enemy that could destroy us. If we shall survive, then we must follow their footsteps. Instead, we shall open our ports to trade. Opium shall still be legal. It will be discouraged against by a tax, but opium shall still be legalized. We shall model our army, navy, and economy off of various industrialized nations to become great and powerful like them. We shall make amends to Britain and France for the past wrongdoings, and we shall try to contact new powers to establish diplomatic relations with them. Cixi is the foreign devil, not Victoria. A new age is on the horizon for China. The Qing shall rise again!”
And the people cheered. He leased Tsingtao to the Germans in exchange for army techniques, part of Tianjin to Austria for their new efficiency, and signed an official offensive alliance. Russia and Germany were displeased, but the Zhong Emperor had made a statement to them not to fear China and that they still sought good relations with them.
And so, he had modeled the new province structure on the Austrian and American systems. This would be a very efficient way of rule, with the emperor transferring responsibilities to the governors of the province.
