I think the keepres and videomode cancel each other out. Try taking the keep res out if you want to force 1280 mode, or manually set you res to 1280x1024 before starting the game.
I had this problem too, but it was back in March of 2002, after I first got the game. . . I don't remember what I did to fix it.

So the only use of the VideoMode feature is to run the game at LESS than your desktop resolution so that it is windowed. Otherwise you just use KeepRes to make the game run as high as possible (which is whatever your desktop is).
Has anyone seen behavior that doesn't match that hypothesis?

Yep - my video card supports it no problem.
If I set my desktop to 1280x1024, Civ3 will run that way, but there doesn't seem to be any way to get the game to run in a higher resolution than your desktop.
Am I missing something?
