Khazad are overpowered

No and yes; can't build disciples of non-state religions, but you can switch religions around if you don't mind the anarchy and diplo penalties. You'd have to have the resources for each religions priests and stay long enough to build a priest for that religion. Also, you are limited in the number of high priests you can have, so you can't have one of each, though having a priest of a different religion hanging around is useful.

That's why I usually adopt leaves or runes for a few turns if I intend the Veil later, so I can build a priest and cure disease.
 
Keep in mind though that if you switch religions any religion-specific heros you have will poof... without any warning btw that I find very annoying.

Yeah you have to have the leaves as your state religion to build priests of leaves.

Thats a good point, I will add a warning popup to the wish list if you have units that will abandon you.
