I'm just playing for the second time and I finally seem to have success. At 20 turns till the end I have the king on his knees: he only has about 20 units left, according to the Revolution screen.

And then: he just keeps bombarding my cities, but never puts a single unit ashore. He just bites is time for 20 turns and I loose

Is there any way to force him to bring in his units. This seems like a cheat a human would do, not AI :(

Try pulling your defenses out of the coastal cities into other settlements. Best let them lay down arms and join some towns.
Leaving the cities uearly or completely undefended should make him stop bombarding... If you are lucky.

This same situation has happened to me in two seperate games. The Kings ships just start spinning circles in front of my cities even though there are units left in Europe.

Take heart! I found a way to force them to head back and get troops.

If you have any ships left, send them out beyond your sea borders, but within range of the Kings ships. This will "unstick" at least one or two of the Kings ships and they will head back and get troops.

It doesn't have to be a warship that does this, just build a Merchie if you don't have any ships left.

Thanks, I'm going to try this when I have time to play again. Sounds like a glitch in the AI.

I had the same problem, with the King's Man-O-War just moving around my main coastal city after unloading their troops. The King still had about 10 units waiting in Europe. The only way I found to "unstuck" the AI was to give my main coastal to a rival european power. I lost the city but the Man-o-War went back to Europe to pick-up the troops and I was able to win the game.

Bait the REF. Expose one of your cities for them to take over at min risk. They will trip over themselves to conquer an undefended city and you can finish them off. It's a wise move for the AI just to sit back and make you lose if they only have a handful of units left over.

For grins I was going for a 40- or 45-turn victory on Revolutionary but encountered this and the last wave of the REF didn't show up. I eventually shook them loose--it seemed to be that a quicksave/quickload did the trick That One Time--but victory was delayed to about turn 95. A later try worked.
