I chose the third option--twice due to a different bug reported earlier--and got two tiles. One is a nice Wheat I was tempted to purchase manually a few turns earlier, but the other lies outside the city's workable radius. This seems an odd choice given there is a nice Stone on Grassland tile right next to it that the city can work.

Is there any way to prioritize workable resources inside the city radius?

Versions: GEM v1.053 and CivUP v34
 
Thanks, this problem should be fixed in Gem v1.06. :thumbsup:

The opportunity uses Firaxis' "get purchase cost" function to prioritize tiles. I thought that function checked to see if a tile can actually be purchased, but it apparently does not. I inserted a manual check to see if the tile is purchasable now.

Apparently the problem persists with GEM1.6.6/CivUP34. Rome just had the Land Grab Event resulting in a new tile five tiles away (but close to Antium).
