Some mods like CQUI already fixed it.
I have downloaded CQUI a couple of days ago and playing with it. The bug seems to be still present!

Good news.
Of course now that I have learned to live with it and it doesn't bother me that it's missing. I don't even miss the queue too much since I sometimes feel the need to change plans as the situation dictates. Often when a city finishes production I evaluate what I want out of that city after each build, and even if I finish building a district, I don't necessarily start building those district's buildings.
