Latest hotfix making game unplayable

Today steam downloaded a 9mb hotfix for Civ 5. Now, whenever I try to play the game i get a 'completing installation' popup which never properly finishes because 'steam servers are overloaded', making it impossible to play the game. Anyone else having this issue?
