Both bugs apply for already existing Lavra's as Lavra's build after acquiring the city.
Lavra's function as intended if the city is founded by myself.
I attached a save file where you can see it.
I do not use any mods.
Take note that I, being Peter, founded all Russian cities, all American cities and a bunch of Chinese cities.
