    19. Montezuma - Gifts for the Tlatoani [27+1-28] +1 Combat Strength from each Luxury resource lasts throughout the entire game. If you start near another continent it gets even better. Plus 2 extra cities benefiting from 1 amenity is helpful.
    26. Qin Shi Huang - The First Emperor [26-3=23] Not one of the very best leader abilities. Builders contributing production to wonders doesn't last for most of the game and a single policy card, Feudalism, gives you 2 extra builder charges. You could also stick Liang in a city and very easily get a builder with 6 charges with her + Feudalism, literally doubling the amount of builder charges you get. Every Civ can do this, I don't know why people regard +1 builder charge as extremely special.

    12. Gorgo - Thermopylae [7+1=8] I love how this ability lets early warfare easily transition into culture play. You don't even have to take cities; just holding off the AI's waves of units benefits you, and you don't have to invest into conquering.
    17. John Curtin - Citadel of Civilization [8-3=5] I can't hate on any of these abilities, so I'm going to go with Curtin just because it requires others to do things and depending on spawns, you might not get that opportunity. Still good.

    1. Alexander - To The World's End [21 + 1 = 22] Set the game on easy mode. DOW your enemies and show no mercy. They will suffer war weariness, and you will not. Stacks well with the civ ability to get eureka and inspiration bonuses as well.

    17. John Curtin - Citadel of Civilization [4+1=5] Severely underrated, presumably by those that don't play the civ. 20 turns is HUGE and really not hard to achieve. The 10 turn boost defends your Civ from the overzealous early game ai and makes Australia one of only a few non domination Civs that can reliably hold their own in multiplayer. So strong many multiplayer arrangements ban Australia. At least let it beat Catherine.

    John Curtin deserved higher. Production is massive in civ 6 and getting a regular (yes, very easy to get it regularly) 100% bonus is ridiculous. And being able to build up your cities way faster is a lot of fun. How is it any more 'gamey' than other bonuses? How is it more gamey than an extra builder charge? Or a free building? That makes no sense.

Catherine - Catherine's Flying Squadron [4+1 = 5] Some of the recent reasoning for down-votes was something like "there's no espionage victory", "if spies have impact on the result of the game, you play the game wrong". Oh, come on, if spies don't have impact on the game, you don't know how to use them. And there's also no economic victory, no diplomatic, no city-state related one, no trading one, no political one etc. There are so many features in the game that don't lead directly to a victory, but can support any other type of victory. All the remaining abilites (except for Trajan) ale militaristic. I know that conquest is the easiest victory type in Civ6 because of how bad the AI is in combat, but other playstyles can be more fun for a lot of people. And even if you want to kill everyone, why are people still forgetting that this ability also gives +3 combat strength against everyone, right from the start? Compare that to +5 CS for 10 turns after a specific war declaration.

Alexander - To The World's End [19] --- Although I was once gifted 2 cities in a very long running war due to opponent’s war weariness in which I was unable to take any territory, this took quite some time. And while generally useful, I rarely have serious problems with war weariness that I cannot mitigate and ultimately overcome with policy cards. Lost card slots yes. But I'd rather have Shaka's Amabutho. The healing with wonders is nice as well, but relative to Shaka, 63 strength knight corps don't take a whole lot of damage from mid game units.

    12. Gorgo - Thermopylae [3-3=0] (ELIMINATED) - It is a nice cultural boost, but I'm afraid Catherine's spies offer more variety, from stealing other Empires finances and great works to destroying their industry and space projects.

    26. Qin Shi Huang - The First Emperor [27+1=28] - I would like to remind you that you'll use more leaders than other Civs as China. Don't forget that the Chinese have the great wall, and the amazing wonder rush ability. This bonus is thus a good bonus for any Civ and a perfect bonus for China. Also, I like rather tall games which involve a lot of developing, and this is a perfect ability for me.

    Alexander - To The World's End [16+1=17] Sometimes you can't eliminate civs really fast. This makes long drawn out wars go in your favor as your enemies' war weariness builds up. Plus you can open up multiple fronts and never accept peace.
