7. Frederick Barbarossa - Holy Roman Empire. [6]

19. Montezuma - Gifts for the Tlatoani. [22]
20. Mvemba a Nzinga - Religious Convert. [14-3=11] Such a worthless ability. Just about every time I play the civ, I don't receive converts. And what's the point of getting apostles for a faith I never founded?

18. Lautaro - Swift Hawk. [17]
19. Montezuma - Gifts for the Tlatoani. [22]
20. Mvemba a Nzinga - Religious Convert. [11-3=8] It locks you out of a victory type. Then you're dependent on if an AI spreads religion to you in the first place, and even then, they usually pick bad beliefs for their religion. Ironically, this is actually a fantastic ability for AI, since they ignore religion and prioritize science and culture instead. But for the player, it's more of a handicap than a bonus.

30. Shaka - Amabutho. [20]
31. Tamar - Glory to the World, Kingdom, and Faith. [17]
32. Teddy Roosevelt - Roosevelt Corollary. [22+1=23] A great, no frills bonus that can be used for early rushes and providing good defense. A badass leader ability befitting a real life badass.

22. Pericles - Surrounded by Glory. [19]
23. Peter - The Grand Embassy. [9 - 3 = 6] Useless, when I play with Russia, I'm hardly ever behind in culture, so it's not worth. And receiving 1 of science from trade routes with civilizations that are with 4 or 5 techs in front of me is quite insignificant.
24. Philip II - El Escorial. [17]
25. Poundmaker - Favorable Terms. [20]
26. Qin Shi Huang - The First Emperor. [22 + 1 = 23] An extra worker charge in the course of the game is a good snowball, and when combined with Liang, you can complete easily some wonders of the early game.
27. Robert the Bruce - Bannockburn. [20]

15. Jadwiga - Lithuanian Union. [20]
16. Jayavarman VII - Monasteries of the King. [14-3] Riverside holy sites have no adjacency bonuses, and extra food isn't nearly as important as extra production.

22. Pericles - Surrounded by Glory. [19]
23. Peter - The Grand Embassy. [ 6]
24. Philip II - El Escorial. [17-3=14] - Hate to downvote one of my favourites to play but +4 vs. other religions doesn't really compare to Teddy or Hojo's +5 and useful more often, and nothing compares to Monty's bonus. The inquisitor bonus is meh compared to the other bonuses those others get.
25. Poundmaker - Favorable Terms. [20+1=21] - Best bonus to trade routes anyone gets. Extra visibility is nice too.

19. Montezuma - Gifts for the Tlatoani. [22]
20. Mvemba a Nzinga - Religious Convert. [8-3=5] I see where people are coming from when they say that other leader abilities are a very very small bonus. But this one is literally a penalty. At least those other small benefits are not actively limiting you. This should have been the first one out.
21. Pedro II - Magnanminous. [17]

20. Mvemba a Nzinga - Religious Convert. [2] (5-3) --- Yeah. This one's pretty bad for players. For the AI, it appears to be a blessing though.

29. Seondeok - Hwarang. [17]
30. Shaka - Amabutho. [20]
31. Tamar - Glory to the World, Kingdom, and Faith. [17-3=14] - 100% more faith for the first 10 turns since declaring protectorate war is laughable. Doubling of envoys you send to a CS with your religion is situational.

7. Frederick Barbarossa - Holy Roman Empire. [6+1=7]I actually really like this boost. Attacking city states is underrated - if you're not investing envoys you might as well take the city. The military policy alone deserves to put it above Egypt/Khmer.
