Plus the bonus from international routes here just gives you more money, which in the later parts of the game is not an issue anyway. Plus your "enemies" get +2 food from routes to you - the Cleopatra's bonus applies also to others, not just you!

But, policy slots are always extremely useful, and military slots are great even when playing peacefuly (for example the +1 movement one) - and if you're playing peacefuly you don't have many slots normally (0 or 1).

    3. Catherine - Catherine's Flying Squadron. [13+1=14] I feel this isn't appreciated enough. The ability doesn't have great synergy with the French civ, but the extra spy and starting promotion is very good. And extra diplomatic access is a nice perk in addition to the spy abilities.
