2. Amanitore - Kandake of Meroë. [23]
3. Catherine - Catherine's Flying Squadron. [16]
4. Chandragupta - Arthashastra. [20] 5. Cleopatra - Mediterranean's Bride. [12-3 = 9] I prefer domestic trade routes. Plus the bonus from international routes here just gives you more money, which in the later parts of the game is not an issue anyway. Plus your "enemies" get +2 food from routes to you - the Cleopatra's bonus applies also to others, not just you!
6. Cyrus - Fall of Babylon. [21] 7. Frederick Barbarossa - Holy Roman Empire. [17+1 = 18] The part with bonus strength against city-states is stupid and would give Frederick immediately -3 from me. But, policy slots are always extremely useful, and military slots are great even when playing peacefuly (for example the +1 movement one) - and if you're playing peacefuly you don't have many slots normally (0 or 1).
8. Gandhi - Satyagraha. [2]
9. Genghis Khan - Mongol Horde. [21+1=22] Khan you imagine not having a bonus on cavalry as the Mongols?

34. Trajan - Trajan's Column. [21]
35. Victoria - Pax Britannica. [11]
1. Alexander - To The World's End. [22] Ignores a game mechanic and give a very strong unique. What isn't to love? 2. Amanitore - Kandake of Meroë. [23-3=20] Unless you have a desert or floodplain tile next to your city centre all this does is make districts built 1-(1/1.2)=16.67% faster. 17% faster districts in most scenarios should not be this high.

6. Cyrus - Fall of Babylon. [21]
7. Frederick Barbarossa - Holy Roman Empire. [18] 8. Gandhi - Satyagraha. 2-3 = [-1] ELIMINATED - "You are the weakest link, goodbye!" I had to give this one a try once, on a huge map, for the achievement. Really not a great ability at all!

6. Cyrus - Fall of Babylon. [21] 7. Frederick Barbarossa - Holy Roman Empire. [18+1=19] Again, the extra military policy slot is very useful, allowing you to focus on governments you may not otherwise take. Also, +5 strength against city-states can be really useful for removing an bonus from the AI (see Pericles below).

19. Montezuma - Gifts for the Tlatoani. [23]
21. Pedro II - Magnanimous. [14] 22. Pericles - Surrounded by Glory. [19-3=16] A decent bonus that is often ruined by an AI that is obsessed with conquering city-states.

1. Alexander - To The World's End. [22]
2. Amanitore - Kandake of Meroë. [20] 3. Catherine - Catherine's Flying Squadron. [13+1=14] I feel this isn't appreciated enough. The ability doesn't have great synergy with the French civ, but the extra spy and starting promotion is very good. And extra diplomatic access is a nice perk in addition to the spy abilities.

I missed Zdarg's post, but I can't find his downvote.

Included Zdarg's upvote for Qin, not sure what the rules are in this situation.
