    11. Gitarja - Goddess of the Three Worlds. 20 + 1 = [21] - Playing this on the GotM made me appreciate her a lot more. It is a bit unstated, but when worked right can make for a very fun game.

    14. Hojo Tokimune - Divine Wind. [21+1=22] Normal theatre squares may not be as good as Russia with Lavras or Kongo with it's 50% increase in GWAM points, but 50% production cost towards Theatre Squares is as good as Pericles or Gorgo and better than anyone else in the game. (Japan can easily get great Theatre Square adjacencies, but lets not discuss that here) Also 50% production cost towards Holy Sites gives you a much better chance of getting a Great Prophet. Plus when going for Culture victory building Holy Sites in half the time is useful throughout the game. Production is #1 in Civ VI, Japan gives you lots of that.

    26. Qin Shi Huang - The First Emperor. [24-3=21] A single governor promotion give +1 builders charges, extra builder charges aren't a huge thing in R&F. I also don't build builders in multiple cities much simultaneously. I'd rather stick Liang in my highest production city, enact Feudalism then build builders galore. After a while I build enough builders and don't need more so I get rid of Feudalism and take Liang out of the city. Plus I like to settle early cities instead of taking risks with early wonders. 7. Frederick Barbarossa - Holy Roman Empire. [17-3=14] - The extra military card is ok but the bonus vs city-states is meh. Mediocre overall.

    11. Gitarja - Goddess of the Three Worlds. [22] (21 + 1) Obviously this ability shines most on naval maps but as long as she's got coast (which she should on just about any map) then it means a very likely first pantheon, which means Earth Goddess, which means a spectacular amount of faith throughout the game (again helped by those charming and breathtaking coastal tiles she'll be settling) and all of this helps to get a Classical Golden Age for Monumentality when you'll have so much faith for builders and settlers that the naval aspect doesn't even matter until later. Unbelievably powerful when played right.

    18. Lautaro - Swift Hawk. [8] (11 - 3) A fun idea, but not very consequential and potentially troublesome for Mapuche.

    14. Hojo Tokimune - Divine Wind. [20]
    15. Jadwiga - Lithuanian Union. [20-3=17] A small set of mostly situational bonuses. I've never culture bombed tiles from another city to change their religion but it's... a irrelevant bonus. The relic game begins kinda mid-game and the bonuses are quite modest too by that point. Good if you stumble upon a random relic from a goody hut. Standard adjacency for Holy Sites are OK too for a bit of extra faith. A mixed bag of inconsistent and modest bonuses. A lot weaker than the Chinese LA IMO.

    26. Qin Shi Huang - The First Emperor. [22+1=23] It's this great LA that carries the Chinese civ IMO to being a mid-tier civ. Can translate to a lot of saved production and winning a wonder race.

    26. Qin Shi Huang - The First Emperor. [23+1=24] - I love to build wonders. More builder charges are useful through the whole game. At the end of the game, you can boost the space projects with builders. A handy bonus.

    3. Catherine - Catherine's Flying Squadron. [17+1=18] Spies are pretty fun to play with and can cause havoc once leveled up, which this bonus helps with. Plus automatic +3 combat strength towards anyone, in all circumstances, shouldn't be overlooked.
    4. Chandragupta - Arthashastra. [21]
    6. Cyrus - Fall of Babylon. [24]
    7. Frederick Barbarossa - Holy Roman Empire. [14]

    18. Lautaro - Swift Hawk. [8]
    19. Montezuma - Gifts for the Tlatoani. [26]
    21. Pedro II - Magnanimous. [5-3=2] Only works if you can even manage to get a great person. Doesn't help with Great Prophets. If you want GWAMs, play Kongo, Russia, or Greece instead. Great Scientists and Great Engineers are better had with Scotland.
    22. Pericles - Surrounded by Glory. [17]
    24. Philip II - El Escorial. [2]
    25. Poundmaker - Favorable Terms. [23]

    21. Pedro II - Magnanimous. [2-3=Eliminated] While useful, as others have pointed out, you actually have to get the great people in the first place. Good luck if Russia, Kongo, or Scotland are in the game.
    22. Pericles - Surrounded by Glory. [17]
    24. Philip II - El Escorial. [2]
    25. Poundmaker - Favorable Terms. [23]
    26. Qin Shi Huang - The First Emperor. [24+1=25] I cannot fathom why anybody would rate this ability less than a top-tier ability. It's useful throughout the game, especially when you can use builder charges for projects. Who needs to get a governor for an extra charge when every city will be able to generate builders with +1 charge?

    19. Montezuma - Gifts for the Tlatoani. [26 + 1 = 27] Extremely powerful in large maps where there are more varieties of luxury resources
    22. Pericles - Surrounded by Glory. [17]
    24. Philip II - El Escorial. [2 - 3 = ELIMINATED] Very situational and his personality isn't feisty in real life

    15. Jadwiga - Lithuanian Union. [17]
    17. John Curtin - Citadel of Civilization. [19]

Harald and Amanitore are on my hitlist.

    1. Alexander- To The World's End. [24]
    2. Amanitore - Kandake of Meroë. [17-3=14]Gives +16.67% production in 90% of cases (29% otherwise) and only towards districts?
    3. Catherine - Catherine's Flying Squadron. [18]
    4. Chandragupta - Arthashastra. [21]
    6. Cyrus - Fall of Babylon. [24]
    7. Frederick Barbarossa - Holy Roman Empire. [14]
    9. Genghis Khan - Mongol Horde. [23]
    10. Gilgamesh - Adventures With Enkidu. [18]
    11. Gitarja - Goddess of the Three Worlds. [22]
    12. Gorgo - Thermopylae. [22]
    13. Harald Hardrada - Thunderbolt of the North. [17]
    14. Hojo Tokimune - Divine Wind. [21]
    15. Jadwiga - Lithuanian Union. [17]
    17. John Curtin - Citadel of Civilization. [19+1=20] Mid-late game you will usually be able to liberate a few city states for a near constant +100% production.
    18. Lautaro - Swift Hawk. [5]
    19. Montezuma - Gifts for the Tlatoani. [27]
    22. Pericles - Surrounded by Glory. [17]

    1. Alexander- To The World's End. [24]
    2. Amanitore - Kandake of Meroë. [14]
    3. Catherine - Catherine's Flying Squadron. [18+1 = 19] She cannot be under 20. She gives 5 bonuses - diplo visibility (which, don't forget, increases combat strength!), spies are available earlier, a free spy (so you can start using and promoting them immediately even when you don't have spare production capacities), one more spies capacity, all spies start with a promotion. Especially the last one is great for espionage, because promoted spies are usefull already from the start and you don't have to pick something safe (siphon funds) first. And spies have many uses in R&F...
    4. Chandragupta - Arthashastra. [21]
    6. Cyrus - Fall of Babylon. [24]

    14. Hojo Tokimune - Divine Wind. [21]
    15. Jadwiga - Lithuanian Union. [17]
    17. John Curtin - Citadel of Civilization. [20]
    18. Lautaro - Swift Hawk. [5-3 = 2] - OK, so what? How exactly are you supposed to use this ability? Either you conquer and you can simply capture the city by force (without the free city step) or you take it peacefully via loyalty. This ability works as some kind of combination?

    22. Pericles - Surrounded by Glory. [14] (17-3) --- By the time I get to this point, it generally doesn't matter so much. If it scaled with eras with a higher % earlier in the game lowering to the 5% in the late it would be more practical.
    25. Poundmaker - Favorable Terms. [23]
    26. Qin Shi Huang - The First Emperor. [25]
    28. Saladin - Righteousness of the Faith. [24]
    30. Shaka - Amabutho. [23] (22+1) --- 63 strength knight corps @ mercenaries should be higher. Not to mention how well it synergizes with the unique encampment district. Being able to build corps and armies without a military academy is a considerable savings to production costs.
    32. Teddy Roosevelt - Roosevelt Corollary. [23]
