[21+1=22] Normal theatre squares may not be as good as Russia with Lavras or Kongo with it's 50% increase in GWAM points, but 50% production cost towards Theatre Squares is as good as Pericles or Gorgo and better than anyone else in the game. (Japan can easily get great Theatre Square adjacencies, but lets not discuss that here) Also 50% production cost towards Holy Sites gives you a much better chance of getting a Great Prophet. Plus when going for Culture victory building Holy Sites in half the time is useful throughout the game. Production is #1 in Civ VI, Japan gives you lots of that.

I also don't build builders in multiple cities much simultaneously. I'd rather stick Liang in my highest production city, enact Feudalism then build builders galore. After a while I build enough builders and don't need more so I get rid of Feudalism and take Liang out of the city. Plus I like to settle early cities instead of taking risks with early wonders. (I play on Immortal)

[22] (21 + 1) Obviously this ability shines most on naval maps but as long as she's got coast (which she should on just about any map) then it means a very likely first pantheon, which means Earth Goddess, which means a spectacular amount of faith throughout the game (again helped by those charming and breathtaking coastal tiles she'll be settling) and all of this helps to get a Classical Golden Age for Monumentality when you'll have so much faith for builders and settlers that the naval aspect doesn't even matter until later. Unbelievably powerful when played right.

The relic game begins kinda mid-game and the bonuses are quite modest too by that point. Good if you stumble upon a random relic from a goody hut. Standard adjacency for Holy Sites are OK too for a bit of extra faith. A mixed bag of inconsistent and modest bonuses. A lot weaker than the Chinese LA IMO.

It's useful throughout the game, especially when you can use builder charges for projects. Who needs to get a governor for an extra charge when every city will be able to generate builders with +1 charge?

She gives 5 bonuses - diplo visibility (which, don't forget, increases combat strength!), spies are available earlier, a free spy (so you can start using and promoting them immediately even when you don't have spare production capacities), one more spies capacity, all spies start with a promotion. Especially the last one is great for espionage, because promoted spies are usefull already from the start and you don't have to pick something safe (siphon funds) first. And spies have many uses in R&F...
