It's also possible to increase enough Luxury resources for the combat strength to have an impact even in the late game. Plus 2 extra cities benefiting from 1 amenity is nice.

    26. Qin Shi Huang - The First Emperor. [25-2=22] A single governor promotion give +1 builders charges, extra builder charges aren't a huge thing in R&F. I also don't build builders in multiple cities much simultaneously. I'd rather stick Liang in my highest production city, enact Feudalism then build builders galore. After a while I build enough builders and don't need more so I get rid of Feudalism and take Liang out of the city. Plus I like to settle early cities instead of taking risks with early wonders. (I play on Immortal)

When it works, I typically get a lesser unit, plus it can easily get killed right away due to low health. However, the CS bonus towards light and heavy cavalry is fantastic. Makes horsemen/knight rushes even better. Well-designed synergy with the unique stable. When you want to ride some horses and rapidly conquer your neighbors, nobody does it better.
    10. Gilgamesh - Adventures With Enkidu. [12-3=9] This really has flown under the radar. Experience is good for warmongering, but in Single Player, which is what I play, co-ordinating war with AI is a hassle. I don't like having to be dependent on them. And if you go into war, solo, you can't use this ability. This is the weakest of the remaining abilities, IMO.

If you have desert or floodplains, it's bonus is large and you want to have the pyramid anyway. If not and you only get +20%, it still beats some of the abilities left.

Bonus to attack city-states would be an immediate -3 from me, I've never attacked a CS :) But any bonus policy card slot is a big plus for me. And a military slot is usefull even when playing peacefully, because you typically have goverments with very few (or none) slots and there are some usefull cards, including the +1 movement!

This makes for a decent ability for the early game that turns to rubbish before too much time has passed. Come to think of it so does Sumeria, so it synergizes well at least.

I only go with my units to cities I want to capture. And when I'm doing it, I refuse to pillage, since I don't want to repair it right after the war.

The Kampung, yes, relies on a naval map to be super-exploitable, but this comes with Indonesia's start bias towards coasts, also works on lake tiles, and can get you the first pantheon. Absolutely fantastic.

[2] (5-3) I have to agree that Gorgo's is much better, especially since you can't protect city states like you could in V where war against them was automatically war against you. This ability is just too easily countered in VI where it is so easy to just take city states out.
