  • Outclassed by Curtin's ability
  • Districts can and should be easily built with chopping in cities where this boost will save more than a few turns.
  • Building a Nubian pyramid is finicky because deserts suck.
  • Deserts suck so much that even with the increased boost you'll have less production in most cases.
  • The 40% boost only makes districts 29% cheaper.
  • Districts only contribute to 20% or less of my total production. This makes the ability equivalent in time saved to a 5% global production boost (Curtin gives an easily achieved 100% boost)
  • Even if you get a lot of 40% boosts, it's still <10% overall and completely outclassed

I managed to get +40% in my capital, but not in any other city (no deserts, or no deserts next to a suitable tile for city placement). Plus the desert tile in the capital of course comes with more desert tiles around it, making the location less good. And 20 % district production bonus is nice, but not great.

7. Frederick Barbarossa - Holy Roman Empire. [7+1 = 8] I still think he should stay a little bit longer on the list. Not for the CS attack bonus, but for the policy card. Policy slot, even the military one, is like a flexible bonus, because you can choose whichever card you need at the moment - which is better than a constant bonus that may be of no use for long times. Yes, I know, it's not a wildcard slot, it's not an economic slot. But even miliary cards are usefull, there are some nice +100%/+50% production cards, there are cards that can safe you a lot of money, cards that increase combat strength, a card that gives +1 movement to all units, cards that give amenities/loyalty, a card that gives science, a card that gives bonus production for spacerace projects etc. It's not just about war!

7. Frederick Barbarossa - Holy Roman Empire. [3-3=0] - (ELIMINATED) Should Amanitore's bonus fall, so be it. I might disagree, but I can't save it. So I'll at least kill something I consider weaker. I often struggle to fill all the military policies, especially in later era, so adding yet another one doesn't make a big difference to me. I oppose attacking CS, and even if I attack one, I simply crush their small armies. His bonuses help mainly in military affairs, but my playstyle is almost always peaceful.

Normal knights run into a spot in the mid game against city garrisons. Shaka's do not. Very powerful, as one doesn't have to wait for cavalry (military science) to carry on with warring.

I was the master of gaining money, sabotage, and stealing art on my way to a culture victory, and that +3 combat (at least!) from the extra diplo visibility is great for invasions. Underrated ability, IMO.
