14. Hojo Tokimune - Divine Wind. [24] (27-3) I must be playing a different game than most people here. Divine Wind grants bonuses to Holy Sites, Theatre Squares and Encampments... which are the three of the four weakest districts in the game. Japan doesn't excel at anything religious, militaristic or cultural though, because their other boosts don't outright support it. Honestly, the most use I find for DW is to snag a religion in a pinch, just to cripple religious civs which don't get innate Holy Site production bonuses such as Spain, Khmer and Scythia, to prevent THEM from founding a religion, or to compete in the GW game if Russia, Greece and/or Kongo spawn. The usefulness scales down if none of the aforementioned are in the game however, making it a very situational bonus (just like the boost to land combat it provides). It's not bad... but the best out of 36? Maybe if it boosted Campuses, Com Hubs and Industrial Zones instead...

Not only does it kick in when you go to war (which you must do as Scythia), it will also aid your religious units when at peace. Religious victory is a tedious mess (especially on large maps), but as Scythia it's actually fun and easy to pull off. Excelling at two out of four victory types is nothing to sneeze at. (technically all four since you can just capture cities with Campuses and Wonders)

@Kmart_Elvis just noticed on your leader summary you missed a couple of things that it might be useful to add. Alexander, Harold, Roosevelt and Victoria gain unique units as part of their abilities. Lautaro has an additional ability: pillaging a tile in the borders of a city makes the city lose 5 loyalty. Seondeok gains +3% science and culture for every governor promotion but no boost for simply having a governor.

NP. Just realised I worded Seodeok's boost really poorly (and misspelled "Harald"). She gets a 3% boost for every promotion an established governor has (if the governor has 4 promotions for example it's a 12% boost to both science and culture in that city).
 
1. Alexander - To The World's End. [23+1=24] Endless, unstoppable war. Don't have to worry about amenities so much. Plus, with the unique building, you generate science, so you could keep spamming out units and getting them killed... And bring your opponent's war weariness up while you still remain unaffected by war weariness and also race through the science tree. Wonderful synergy here and one of the top 5 abilities IMO.

I'd rather I get 2 food than 4 gold, but this is a case where your rivals get better trade yields than you! I I'm building wonders, production and food are more important than gold. Egypt really needs a second leader.

I also don't build builders in multiple cities much simultaneously. I'd rather stick Liang in my highest production city, enact Feudalism then build builders galore. After a while I build enough builders and don't need more so I get rid of Feudalism and take Liang out of the city. Plus I like to settle early cities instead of taking risks with early wonders. (I play on Immortal)

3. Catherine - Catherine's Flying Squadron. [15+1 = 16] - Spies are IMHO quite usefull, especially now that they can remove governors and lower enemy envoys in CS. Catherine gives a free spy very early, which is nice (I usually don't have spare production when I get the ability to make the first spy), you can have 1 more spy in total (which is not that usefull because managing many spies is tedious), and especially you automatically get 1 promotion, which makes spies usefull right from the start. AND the diplomatic visibility applies as a combat bonus, unless I'm mistaken. So, Catherine has 4 bonuses that are quite easy to utilize (visibility, spy, spy capacity, spy promotions)!

16. Jayavarman VII - Monasteries of the King. [8-3 = 5] - Why there must be the condition "next to a river"? The bonus is not that great anyway, so it would not be overpowered without the condition. But when it has to be next to a river, it is really silly. How many holy sites do you build? And when you do, don't you prefer a faith adjacency bonus, because that's what HS are for? And how many times do you find a nice place with mountains around AND a river? Culture bomb is usefull only rarely, in most situations (in my experience) you would just get some mountain tiles or tiles that you would be able to get/buy later anyway.

Japanese theater will never be able to compete with Russia or Kongo's ability to generate great writers/artists/musicians. A faster encampment is nice but often takes up a spot for a more useful district. It's a good power but there are better ones.

Throw in a governor and the pyramids (which can be rushed) and you have 6 builds per builder, which is absolutely fantastic for getting your empire up and running.

27. Robert the Bruce - Bannockburn. [14-3=11] - Inexplicable that this survived Hwarang for instance. The latter is dull, but it gives you a bonus to the most important yield through almost the entire game.
28. Saladin - Righteousness of the Faith. [23+1=24] - The Arabian religious building is really good. The obvious downside is that it requires a Holy Site, but getting the Stupa is quite easy. An extra amenity in all cities in addition to all other bonuses to it. You will save much faith to spend on other things.

Early culture is king and early warfare is meta, and this places perfectly into both. The fact that this works on barbarians is absolutely broken.

Also while I'm a fan of culture bomb mechanics, culture bomb on holy sites is likely to just get you a few useless mountain tiles.

27. Robert the Bruce - Bannockburn [8 - 3 = 5] Much like my disdain for culture bomb abilities due to being too common, I dislike CB abilities for their relative blandness. Bannockburn is the worst offender, not only because it relates to a CB you rarely see come into play, but it also is notably disjointed from the rest of the Civ's abilities. It's a shame, because Scotland is my favorite Civ in VI, and they could really be a god-tier Civ if they had a Leader Ability that capitalized on their strengths more. Unfortunately, we have this one. At least El Escorial can be good in the right circumstances. For this one, just when are you going to use it?

34. Trajan - Trajan's Column. [24 + 1 = 25] This one should be much higher, IMO. It's a great ability that capitalizes on the philosophy "less is more." Just giving a free monument to a new city sounds simple, but the implications are massive. Rome can move through the civics tree incredibly quickly, and might even guarantee you a first government, which in turn means you might get a golden classical age, which is a great time to get one. Plus, it frees up a build queue for you in the early game. Simple, but massively potent, which is why I like it so much.
