14. Hojo Tokimune - Divine Wind. [24] (27-3) I must be playing a different game than most people here. Divine Wind grants bonuses to Holy Sites, Theatre Squares and Encampments... which are the three of the four weakest districts in the game. Japan doesn't excel at anything religious, militaristic or cultural though, because their other boosts don't outright support it. Honestly, the most use I find for DW is to snag a religion in a pinch, just to cripple religious civs which don't get innate Holy Site production bonuses such as Spain, Khmer and Scythia, to prevent THEM from founding a religion, or to compete in the GW game if Russia, Greece and/or Kongo spawn. The usefulness scales down if none of the aforementioned are in the game however, making it a very situational bonus (just like the boost to land combat it provides). It's not bad... but the best out of 36? Maybe if it boosted Campuses, Com Hubs and Industrial Zones instead...

Not only does it kick in when you go to war (which you must do as Scythia), it will also aid your religious units when at peace. Religious victory is a tedious mess (especially on large maps), but as Scythia it's actually fun and easy to pull off. Excelling at two out of four victory types is nothing to sneeze at. (technically all four since you can just capture cities with Campuses and Wonders)
