4. Chandragupta - Arthashastra [21]
6. Cyrus - Fall of Babylon. [24]
9. Genghis Khan - Mongol Horde. [25]

19. Montezuma - Gifts for the Tlatoani. [30]
25. Poundmaker - Favorable Terms. [19]
26. Qin Shi Huang - The First Emperor. [26+1=27] - One of the best. Two nice bonuses are packed together and together, they do wonders (heh). It is also useful in all games, its usefulness isn't tied to any victory.
28. Saladin - Righteousness of the Faith. [5-3=2] - I have to agree that this is not as significant as the rest.
30. Shaka - Amabutho. [26]
32. Teddy Roosevelt - Roosevelt Corollary. [16]
34. Trajan - Trajan's Column. [28]

1. Alexander- To The World's End. [24]
3. Catherine - Catherine's Flying Squadron. [19]
4. Chandragupta - Arthashastra [21]
6. Cyrus - Fall of Babylon. [24]
9. Genghis Khan - Mongol Horde. [25]
11. Gitarja - Goddess of the Three Worlds. [19]
12. Gorgo - Thermopylae. [25]
14. Hojo Tokimune - Divine Wind. [22]
17. John Curtin - Citadel of Civilization. [18]
19. Montezuma - Gifts for the Tlatoani. [30+1-31] +1 Combat Strength from each Luxury resource can be very powerful in the early game. If you start near another continent it gets even better. It's also possible to increase enough Luxury resources for the combat strength to have an impact even in the late game. Plus 2 extra cities benefiting from 1 amenity is nice.
25. Poundmaker - Favorable Terms. [19]
26. Qin Shi Huang - The First Emperor. [27-3=24] - One of the best? Pre R&F I say. It isn't one of the best now.
28. Saladin - Righteousness of the Faith. [2]
30. Shaka - Amabutho. [26]
32. Teddy Roosevelt - Roosevelt Corollary. [16]
34. Trajan - Trajan's Column. [28]

11. Gitarja - Goddess of the Three Worlds. [19]
12. Gorgo - Thermopylae. [25]
14. Hojo Tokimune - Divine Wind. [22]
17. John Curtin - Citadel of Civilization. [18+1=19] You can provoke a civ into attacking you when you are constructing rocket parts into an easy science victory
19. Montezuma - Gifts for the Tlatoani. [31]
25. Poundmaker - Favorable Terms. [19]
26. Qin Shi Huang - The First Emperor. [24]
28. Saladin - Righteousness of the Faith. [2-3=ELIMINATED] Not as good as the other options (bonuses to religious buildings)
30. Shaka - Amabutho. [26]
32. Teddy Roosevelt - Roosevelt Corollary. [16]
34. Trajan - Trajan's Column. [28]

Edit: made changes per @Weraptor s comment

26. Qin Shi Huang - The First Emperor. [24]
30. Shaka - Amabutho. [26]
32. Teddy Roosevelt - Roosevelt Corollary. [16-3=13] Useful, but not as much as other remaining ones.
34. Trajan - Trajan's Column. [28]

BTW, Saladin's LUA doesn't get you a free religion, but cheaper worship buildings with bonuses to faith, culture and science.

26. Qin Shi Huang - The First Emperor. [24]
30. Shaka - Amabutho. [26]
32. Teddy Roosevelt - Roosevelt Corollary. [13-3=10] situationally useful, but not as interesting or strong as most of those remaining
33. Tomyris - Killer of Cyrus. [29]
34. Trajan - Trajan's Column. [28]

Edit: put Tomyris back on the list.

1. Alexander- To The World's End. [25] 24 + 1: Actually very unique, losing all war weariness and getting production on capturing the wonders you didnt build.
3. Catherine - Catherine's Flying Squadron. [19]
4. Chandragupta - Arthashastra [21]
6. Cyrus - Fall of Babylon. [24]

26. Qin Shi Huang - The First Emperor. [24]
30. Shaka - Amabutho. [26]
32. Teddy Roosevelt - Roosevelt Corollary. [10] 13 - 3 : This translates into warmongering (against his big stick agenda) on AI side and serves perhaps defense only for players, not helping much, based on how the AI wars.
33. Tomyris - Killer of Cyrus. [29]
34. Trajan - Trajan's Column. [28]
EDIT . many posts while typing this

26. Qin Shi Huang - The First Emperor. [24]
30. Shaka - Amabutho. [26]
32. Teddy Roosevelt - Roosevelt Corollary. [10-3=7] Certainly not bad, but it's time to cut a little tighter. +5 bonus is good, but not game-changing. National parks are a bit hard to play around with, so I'm not a fan of this side of the bonus.
33. Tomyris - Killer of Cyrus. [29]
34. Trajan - Trajan's Column. [28+1=29] One simple bonus that goes so far.

17. John Curtin - Citadel of Civilization. [20+1=21] Keeping this away from the sub-20 Civs.
19. Montezuma - Gifts for the Tlatoani. [32]
25. Poundmaker - Favorable Terms. [19-3=16] Teddy gives a unique unit, appeal boost and early rush strength boost. What does this give that's that useful?
26. Qin Shi Huang - The First Emperor. [24]
30. Shaka - Amabutho. [26]
32. Teddy Roosevelt - Roosevelt Corollary. [7]

6. Cyrus - Fall of Babylon. [24]
9. Genghis Khan - Mongol Horde. [25]
11. Gitarja - Goddess of the Three Worlds. [19-3=16] 2 faith per city isn't enough to buy big enough fleet
12. Gorgo - Thermopylae. [25]
14. Hojo Tokimune - Divine Wind. [22]
17. John Curtin - Citadel of Civilization. [21]
19. Montezuma - Gifts for the Tlatoani. [32]
25. Poundmaker - Favorable Terms. [16]
26. Qin Shi Huang - The First Emperor. [24=1=25] was good even before R&F, but became very much better with Ancestral Hall
30. Shaka - Amabutho. [26]
32. Teddy Roosevelt - Roosevelt Corollary. [7]
33. Tomyris - Killer of Cyrus. [29]
34. Trajan - Trajan's Column. [29]

1. Alexander- To The World's End. [25]
3. Catherine - Catherine's Flying Squadron. [19]
4. Chandragupta - Arthashastra [21]
6. Cyrus - Fall of Babylon. [24]
9. Genghis Khan - Mongol Horde. [25]
11. Gitarja - Goddess of the Three Worlds. [16-3 = 13] - Faith bonus: I don't usually make cities directly on coast, I prefer a river tile with coast within the 3-tile radius. Movement cost to embark: Only for religious units, not that useful. Purchase naval with faith: This can be nice, but not so great. You don't need so many naval units and there are other uses for faith. I think it's good that Gitarja stayed here for so long, but now it's her time to be eliminated.
12. Gorgo - Thermopylae. [25]
14. Hojo Tokimune - Divine Wind. [22]
17. John Curtin - Citadel of Civilization. [21]
19. Montezuma - Gifts for the Tlatoani. [32]
25. Poundmaker - Favorable Terms. [16]
26. Qin Shi Huang - The First Emperor. [25+1 = 26] - Builders are needed for the whole game, this bohus is not situational like many other bonuses and doesn't apply only on your home continent, only when you declare a war or stuff like that. And, I think we still must repeat this, it STACKS with Liang, Liang doesn't replace this. Also - it works even before you have Liang and also when you don't have time to move Liang around when you need a quick builder in some city. And you can use builders to speed up early wonders, so you can leave forests around for later wonders/districts (while providing you production for the time). I'm not a fan of chopping in general, but it's better later than sooner ;)
30. Shaka - Amabutho. [26]
32. Teddy Roosevelt - Roosevelt Corollary. [7]
33. Tomyris - Killer of Cyrus. [29]
34. Trajan - Trajan's Column. [29]

1. Alexander- To The World's End. [25]
3. Catherine - Catherine's Flying Squadron. [19]
4. Chandragupta - Arthashastra [21]
6. Cyrus - Fall of Babylon. [24]
9. Genghis Khan - Mongol Horde. [25]
11. Gitarja - Goddess of the Three Worlds. [13-3=10] - If you're playing Gitarja kampungs make settling on coasts worthwhile. Still this is the least of Indonesia's abilities and doesn't even guarantee you the pantheon you want (if goodie huts didn't hand out relics I'd rate it higher).

12. Gorgo - Thermopylae. [25]
14. Hojo Tokimune - Divine Wind. [22+1=23] - It's rare that I won't build one or more of these districts in a city, it works well with Japan's adjacency bonus, and the combat bonus is solid too.
17. John Curtin - Citadel of Civilization. [21]
19. Montezuma - Gifts for the Tlatoani. [32]
25. Poundmaker - Favorable Terms. [16]
26. Qin Shi Huang - The First Emperor. [26]
30. Shaka - Amabutho. [26]
32. Teddy Roosevelt - Roosevelt Corollary. [7]
33. Tomyris - Killer of Cyrus. [29]
34. Trajan - Trajan's Column. [29]

1. Alexander- To The World's End. [25+1=26] Not having war weariness is nice, but it's also nice to have your units heal after capturing a city with a World Wonder in it!
3. Catherine - Catherine's Flying Squadron. [19]
4. Chandragupta - Arthashastra [21-3=18] A bit predictable when to expect them to declare war.
6. Cyrus - Fall of Babylon. [24]
9. Genghis Khan - Mongol Horde. [25]
11. Gitarja - Goddess of the Three Worlds. [10]
12. Gorgo - Thermopylae. [25]
14. Hojo Tokimune - Divine Wind. [23]
17. John Curtin - Citadel of Civilization. [21]
19. Montezuma - Gifts for the Tlatoani. [32]
25. Poundmaker - Favorable Terms. [16]
26. Qin Shi Huang - The First Emperor. [26]
30. Shaka - Amabutho. [26]
32. Teddy Roosevelt - Roosevelt Corollary. [7]
33. Tomyris - Killer of Cyrus. [29]
34. Trajan - Trajan's Column. [29]

1. Alexander - To The World's End [26]
3. Catherine - Catherine's Flying Squadron [19]
4. Chandragupta - Arthashastra [18]
6. Cyrus - Fall of Babylon [24]
9. Genghis Khan - Mongol Horde [25]
11. Gitarja - Goddess of the Three Worlds [10]
12. Gorgo - Thermopylae [25]
14. Hojo Tokimune - Divine Wind [23]
17. John Curtin - Citadel of Civilization [21]
19. Montezuma - Gifts for the Tlatoani [32]
25. Poundmaker - Favorable Terms [16]
26. Qin Shi Huang - The First Emperor [26]
30. Shaka - Amabutho [26]
32. Teddy Roosevelt - Roosevelt Corollary [7 - 3 = 4] It is not a bad bonus, but it has its limitations, and what it helps you do, is not that hard to achieve without it. If defending yourself in the early game or rushing your immediate neighbors was more difficult, this would have been more useful.
33. Tomyris - Killer of Cyrus [29]
34. Trajan - Trajan's Column [29 + 1 = 30] This is just incredibly useful, especially early on, and even more so on slower game speeds. Early culture is very valuable for getting you to the more advanced government types, and nobody can get it more easily and immediately than Trajan. This will help you snowball right from the start.

I think there is an error in the first post. Tomyris doesn't get Rough Riders.

1. Alexander - To The World's End [26]
3. Catherine - Catherine's Flying Squadron [19]
4. Chandragupta - Arthashastra [18]
6. Cyrus - Fall of Babylon [24]
9. Genghis Khan - Mongol Horde [25]
11. Gitarja - Goddess of the Three Worlds [10]
12. Gorgo - Thermopylae [25]
14. Hojo Tokimune - Divine Wind [24 = 23 + 1] Half price districts are pretty good. One of the few civs that can reliably get a religion on higher difficulties. The combat bonus is difficult to take advantage of on some maps but is great on other ones.
17. John Curtin - Citadel of Civilization [21]
19. Montezuma - Gifts for the Tlatoani [32]
25. Poundmaker - Favorable Terms [16]
26. Qin Shi Huang - The First Emperor [23 = 26 - 3] Some numbers. For every 3 builders China makes, other civs need to make 4 builders to get the same number of builder charges. Once you get feudalism it becomes 5 and 6. Liang and Pyramids both add +1 to these numbers. For my playstyle, I try not to make too many builders before feudalism because it is inefficient in terms of production and builder charges. So on average I estimate China makes 3-4 less builders than other civs over the course of a game. Not that great. The Wonder bonus is difficult to take advantage of on higher difficulties as I'm usually fighting for my life in the early game.
30. Shaka - Amabutho [26]
32. Teddy Roosevelt - Roosevelt Corollary [4]
33. Tomyris - Killer of Cyrus [29]
34. Trajan - Trajan's Column [30]

1. Alexander - To The World's End [26]
3. Catherine - Catherine's Flying Squadron [19]
4. Chandragupta - Arthashastra [18]
6. Cyrus - Fall of Babylon [24]
9. Genghis Khan - Mongol Horde [25]
11. Gitarja - Goddess of the Three Worlds [10]
12. Gorgo - Thermopylae [25]
14. Hojo Tokimune - Divine Wind [24]
17. John Curtin - Citadel of Civilization [21]
19. Montezuma - Gifts for the Tlatoani [32]
25. Poundmaker - Favorable Terms [13] (16-3) --- Situationally good for internal trade routes. Can actually help the competition by supplying +1 gold per camp or pasture in the receiving city if you want to establish a trading post with the civ for diplomatic visibility or extend route range.
26. Qin Shi Huang - The First Emperor [24] (23+1) --- #1 ability. Work a builder to 1-turn completion, chop it with +30% builder card and +50% Magnus then apply overflow to a hotly contested early game wonder. Finish the work with the 4-charge builder you just created.

30. Shaka - Amabutho [26]
32. Teddy Roosevelt - Roosevelt Corollary [4]
33. Tomyris - Killer of Cyrus [29]
34. Trajan - Trajan's Column [30]

1. Alexander - To The World's End [26]
3. Catherine - Catherine's Flying Squadron [19]
4. Chandragupta - Arthashastra [18]
6. Cyrus - Fall of Babylon [24]
9. Genghis Khan - Mongol Horde [25]
11. Gitarja - Goddess of the Three Worlds [10]
12. Gorgo - Thermopylae [25]
14. Hojo Tokimune - Divine Wind [24]
17. John Curtin - Citadel of Civilization [21]
19. Montezuma - Gifts for the Tlatoani [32] +1 Combat Strength from each Luxury resource can be very powerful in the early game. If you start near another continent it gets even better. It's also possible to increase enough Luxury resources for the combat strength to have an impact even in the late game. Plus 2 extra cities benefiting from 1 amenity is nice.
25. Poundmaker - Favorable Terms [13]
26. Qin Shi Huang - The First Emperor [24-3=21] I agree with BenitoChavez, you don't save much on builders throughout the entire game. I too have a hard time defending myself against the AI on high difficulties, not much time for wonders.
30. Shaka - Amabutho [26]
32. Teddy Roosevelt - Roosevelt Corollary [4]
33. Tomyris - Killer of Cyrus [29]
34. Trajan - Trajan's Column [30]

@KayAU I fixed the Rough Rider so it's in Teddy's spot now.

1. Alexander - To The World's End [26+1=27] Effective and it easy to use. Eliminates a lot of headache when conquering.
3. Catherine - Catherine's Flying Squadron [19]
4. Chandragupta - Arthashastra [18]
6. Cyrus - Fall of Babylon [24]
9. Genghis Khan - Mongol Horde [25]
11. Gitarja - Goddess of the Three Worlds [10]
12. Gorgo - Thermopylae [25]
14. Hojo Tokimune - Divine Wind [24]

19. Montezuma - Gifts for the Tlatoani [32]
25. Poundmaker - Favorable Terms [13]
26. Qin Shi Huang - The First Emperor [21]
30. Shaka - Amabutho [26]
32. Teddy Roosevelt - Roosevelt Corollary [4-3=1] Probably the weakest remaining.
33. Tomyris - Killer of Cyrus [29]
34. Trajan - Trajan's Column [30]

1. Alexander - To The World's End [27+1=28] Too many great bonuses, even completely ignoring Gandhi's bonus
3. Catherine - Catherine's Flying Squadron [19]
4. Chandragupta - Arthashastra [18]
6. Cyrus - Fall of Babylon [24]
9. Genghis Khan - Mongol Horde [25]

14. Hojo Tokimune - Divine Wind [24]
17. John Curtin - Citadel of Civilization [21]
19. Montezuma - Gifts for the Tlatoani [32]
25. Poundmaker - Favorable Terms [13]
26. Qin Shi Huang - The First Emperor [21]
30. Shaka - Amabutho [26]
32. Teddy Roosevelt - Roosevelt Corollary [1-3=ELIMINATED] Give the bully a bully. Bully for the bully!
33. Tomyris - Killer of Cyrus [29]
34. Trajan - Trajan's Column [30]

1. Alexander - To The World's End [28]
3. Catherine - Catherine's Flying Squadron [19]
4. Chandragupta - Arthashastra [18]
6. Cyrus - Fall of Babylon [24]
9. Genghis Khan - Mongol Horde [25-3=22] a good and fun bonus, but not as good as many of those remaining.
11. Gitarja - Goddess of the Three Worlds [10]
12. Gorgo - Thermopylae [25]
14. Hojo Tokimune - Divine Wind [24]
17. John Curtin - Citadel of Civilization [21]
19. Montezuma - Gifts for the Tlatoani [32]
25. Poundmaker - Favorable Terms [13]
26. Qin Shi Huang - The First Emperor [21+1=22] see my reasons posted previously
30. Shaka - Amabutho [26]
33. Tomyris - Killer of Cyrus [29]
34. Trajan - Trajan's Column [30]
