Leader titles in MGE scenarios

Not sure if something's not working right or if this is normal but in both scenarios I've downloaded recently (Rise of the Dictators and WWII Europa), all the leaders have the title "Supreme Commander" by default. Looking at the rules.txt included with the scenarios, under "@Leaders", it looks like it's supposed to be Comrade Stalin, Fuhrer Hitler, etc. but instead all the leaders have the same title no matter what form of government. Anyone know if I didn't install something correctly or is this just how the scenarios are supposed to be?
