Can you get great leaders form barbarian conflicts?

I don't believe so. Or at least it hasn't happened to me, though I've tried. But at least fighting barbs is a good way to get your unit to Elite.

Becka is absolutely right.

No leaders, but you can get your vetran units promoted to elite if you leave a barbarian encampment of two on the fridges of your empire.
