Leaping border, how tf does this happen?

It also bothers me that borders are not more dynamic as they were with IV. That was a very compelling feature. BNW added the possibility for city flipping, which is also a neat trick, but it just does not happen enough for my tastes. Tile flipping would be a nice incremental stage.

I also wish there was an option to trade or even gift tiles. Plenty of times I have had a border with an AI where I have tiles that are useless to me -- but within workable city range of the AI. And vice-versa -- often in the same game. There is no mechanism for smoothing these out -- other than dropping a citadel.

Maybe there could even be bidding wars for tiles (but only those within workable city range)? It would be hard to compete with AI money, but maybe half the money spent goes to former owner of the tile? Of course, buying a tile that already has an owner should be much more expensive than buying a neutral tile.
