I figured that one out, it's not AI ineptitude. It's an error in AI coding. Siege weapons should be forbidden to scout (archers also actually) for enemy units.

Down side of no pre-war scouting.

I've successfully moved up to emporer because of your video's.

I am still having some difficulty with tech at this level. I manage to stay within 5-8 techs of the leader through the late industrial and modern age. Invariably what happens is several AI civ's DoW through the renaisannce and industrial age because of my small military. As I beat them back one by one they sue for peace and give me a large number of their cities. This causes my tech rate to go up from 400+ to 1600+ by the late modern era. So the only thing that saves me is poor prosecution of war by the AI.

If this helps, my cornerstones are, for normal speed:
100 BPT at turn ~120
200 BPT at turn ~200
then it grows exponentially until 700 to 1000 BPT at turn ~300

I usually find having more than 700 BPT unnecessary, especially if you're still signing research agreements.
