Actually I even voted in this poll - without much thinking about it. However regarding your observation:

as stated quite often we do have precious little in rules regarding polling - but this we have:

The Plurality Decisions Act

Any single choice poll which does not state an interpretation criteria, and is not by rule subject to a specific criteria, shall be decided by designating the option receiving the most votes as binding.

Thus this being a single-choice poll and the OP giving no indication as to how to proceed the law is specific: unless a new poll passes prior to the next Game Session the one tech that gets the most votes wins.
Now of course one would have to really think about whether this is a fair poll:

The OP says he has included all reasonable choices - and states why he omitted the other techs - I have not looked at the current tech tree, but on the face of it it sounds reasonable.
Hyronymus actually pointed to a possible flaw in the poll in his first post - on the other hand what he misses is described in the very first post of the Discussion link.

In other words: this poll is not obviously invalid - since we have a law that says what to do if the OP does not specify what to do, one can easily argue that doing so has to be legal... Other possible flaws that actually invalidate this poll are also not immediately obvious, unless of course the OP omitted choices that are feasible...

Do we need Observatories with 25 % research bonus, trade overseas and useful galleons to settle sparse islands before other settles them, or crazy chargers with no one to attack?
