List of Available Trade Routes Not Working Right

The list of available trade routes is not working correctly. Do the following. After building two cities, build trade depots in both. When the trade depot is built in the capital city, set up two trade routes. Now no matter how many trade routes are available for the second city, the list will be empty. If further cities and trade depots are built, the list remains empty. Interestingly, if you build, for instance, a trade convoy in the second city and there is a valid trade target for it, you can set up that route, even though that target does not show up on the list of available routes.
