Are scouts (Jaguars) considered "infantry" units for "+ #" combat strength bonuses?

I think they are civilian / support units because they can occupy the same tile as military units.
i don’t know if they’re considered infantry, but they ARE counted as military units for the military path first step in ancient !
 
No way to queue civics or techs?

How am I supposed to know/learn that I lost a unit at processing after turn conclusion if the combat occurs outside the focused portion of the map (other than my failing memory of 'Gee, I used to have a unit there')?

There should be a notification you get

You get a small notification on the right of your screen. It will be red. However, they really need to pan to combat. You can lose entire towns and cities if you aren't constantly checking.
Ah! I replayed and now see it, but I think it automatically disappears. In Civ VI you had to dismiss these notices and you also had logs or reports of key events. I'll have to learn a new habit to check that bar at the start of the next turn.
 
Note that they are not limit one per city, but limit one _type_ per city. If you have a bunch of factory resources of the same type (and have enough slots), you can throw a bunch into the same city.

The Enter key should do that. Note that in the hotkey menu, it's mislabelled as "end turn".
 
What does settling on a tile without access to fresh water do? I can't find it in the civilopedia and reloading a turn 1 save before settling makes me realise it was not in that first tutorial message.

How can you assign a scientific attribute point to the 'Legend unlock' below? I have a point (as shown on the screenshot) but it won't let me unlock it.

There is a setting in Options to automatically go to the next unit. Unfortunately, there is no delay, so the camera moves too quickly in my opinion; you don't have time to see what happened at the end of the unit's move. But I think in most cases the Enter key will take you to the next item, which may include the next unit. However, it will also end the turn if that's the next item.

Sometimes it seems like the programmers making this game have never worked on a previous Civilization (or any 4X game, for that matter). It's like they're relearning everything from scratch, and Civilization isn't a series with a thirty year history,

It's not an alternate path, it's just a different way to earn points in the standard path. You get points for conquering homelands settlements.
