Razing settlements: what are the penalties? Do they vary from age to age?

I remember one game (a couple patches ago) where I took a significant hit to my influence because I razed a couple of towns I had conquered in a war that didn't have much to recommend them (resources, buildings). Since then, I've been loathe to raze anything. But I should make a more informed decision.

-4 Influence per settlement per age (so 4,8, or 12) for the rest of the age you are in.
 
Does the AI use planes in your games? In mine, it did so once every 500 hours of play.

I'm 900 hours in, and not once have I been attacked by a plane.

And I play deep into the Modern age, as I like to try and fulfill all victory conditions. I come across plenty of enemy Aerodromes, and a handful of times I've seen them using fighter planes for patrolling their skies, often doing damage to my aerial raids. But never have I seen them on the offense aerially. I can't recall ever seeing an enemy Carrier either!
 
When settling on a navigable river, it seems you can only place urban tiles on the same side of the river as the city center because all urban tiles must be adjacent to one another and the river is a hard border.

Does anyone know when it (hopefully) unlocks so I can develop the other side of the river?

Use a bridge or other district that goes on the river.

When I build planes for offense (bombers, trench fighters), I noticed that they were not included in the usual unit cycling.
I needed to remember to click on the aerodrome commander and wake them up... every turn.
I wonder if that's why the AI don't attack with them; they view the units as asleep / not threatened?
 
Do the Exploration Policies that boost adjacency (like Charters or Enlightenment) double the adjacency or just add 1 to the adjacencies of the building?
 
Why can't I build a wharf in these two cities? I was able to build them in my other ones.

Both are cities. I haven't selected anything to build in Chalkis yet, but I am already producing a building in Argos want to queue up the wharf there.
