IIRC there are a few nuances in the world congress that might make it better than people think. First, you don't vote, you bid with diplomatic favor. If you win, your favor is spent, but if you lose, you get to keep it, and can use it again on the next vote, or on something else. Second, bids for resolutions that have already been passed get progressively more expensive. So if you win one bid, not only will you have less favor to bid with on the next vote (or auction to be more accurate), you favor will also have less purchasing power for the same resolution.

I don't know much about Game Theory, but this looks like something that might have already been researched there.

I'm currently grateful that I'm not Dutch. :lol: (My mom's family is of Dutch descent, but I'm adopted. :p And my maternal grandfather loves orange. Must be genetic... :think: )
 
At least listening to baguette beats listening to spanish with a lisp. My ears feel wet.

Indeed, it is odd they have not reached out (though luckily nothing he has shown has been too bad like all the upcoming civs).

Though Firaxis I would always follow the instructions of the NDA
 
That's a remarkably specific placement--I suspect there won't be much competition for it. I was thinking it was pretty useless, too, until I saw the +4 Appeal and +100% tourism from improvements and parks.
 
I will say of all the many, many livestreams I have watch I do like Potato McWhisky's not just for that accent, but how he goes through talking about the mechanics

Yea, he is my favorite. Quill18 is just goofing around and doing random stuff, the german guys are all super boring and still in the stone age after 20 videos, the french guys are rushing through the game just spam clicking through everything so I can't see any tooltips and the spanish guys talk CONSTANTLY the whole video (even while breathing in).
 
Except what you describe is exactly the reason it is counterintuitive. The problem with the system as designed, and why it differs from any real voting structure ever conceived, is that the substance of a resolution is inextricably linked to its target. When you have two directly opposed resolutions (one positive, one negative), this problem is exacerbated. A negative vote (in this case Cyrus against Laurier) is turned into a positive one.

Any reasonable referendum (which is essentially what these are) needs to be voting for or against one clear outcome. As it stands we are voting at cross purposes between two outcomes, on an undefined target. This means that Cyrus, Wilfrid's mortal enemy, unwittingly helps his foe towards victory by voting for his desired outcome.

A split vote would solve this problem, but would presumably result in more inconclusive votes overall. I imagine Firaxis designed the system as it currently is to make the outcomes more decisive. The problem is that voting for your preferred option can directly bring about its opposite. This is really not transparent to the player, and certainly beyond the capabilities of the AI. It's broken.

Their way of mitigating it is by giving you likelihood of voting based on diplomatic visibility. You can tell who is likely to vote for what and then bend that to your favor. Of course metagaming allows you to predict somewhat based on personalities, but that's no different than meeting Montezuma and realizing you need an army.

One major benefit of this is that the player can't easily drive the world congress based on their own agendas anymore, and the outcomes of these resolutions have a significant impact on gameplay... far more than Civ5 at least.

So I wouldn't say it's broken as much as exploitable in given situations, but I'd say that tag can be applied to quite a lot already anyway. Splitting them would fix some issues but introduce a few others that would also be exploitable... as every decision handed to the player gives them an advantage.

I'll have to give his videos a look, because Quill18's ADD playstyle in this particular game is driving me absolutely out of my mind as a backseat player. :p

100% agree (though I haven''t seen the Spanish or Russian ones because I really can't understand a word from those).
The French one (Aypierre) I just skipped through cause it gave me a headache trying to understand it but he had a complete game so it was interesting.
The German ones (Writing Bull and Steinwallen) I can understand but like you said, they are so boring that i stopped watching them. Marbozir only seems to goof around and hasn't released a serious game so far.
Biffa and GamerZakh I just can't watch. ChristopherOdd is OK to watch though.
Potato McWhisky and Quill18 are the only 2 I am currently still watching. Funny to see Quill trying to do a peaceful game as Canada and it is clear he isn't good at that, but still fun to watch.

It's such a pitty that Broyar, Normul8or and TheSaxyGamer weren't given the pressreview version I normally like their videos.
 
Sad is that Quill and that Potato guy doesn't show that much new stuff of the game. Quill doesn't build anything with electricity (or do that much related with this exp) and could just have played any vanilla civ instead and none would have noticed. Potato is to busy building settlers like there is no tomorrow. Some of the other guys (English speaking that is) at least tries to play the game as intended showing new stuff. I think the PR guys over at FXS have chosen poorly this time. I would have loved to see Broyar play.
 
That video is cool. Those governor changes are great.

I find myself disagreeing a lot with his opinions though. For example in the first few minutes he says there's a clash between Viktor's promotions. Why would moving Viktor around conflict with these changes? He's usually taken by warmongers who recruit on the front lines. The free promotion is essentially providing you with on the spot training without the drawbacks of not having an encampment or harbor in the district for when you want to replenish or push. It's a bonus that wasn't there before.

The only 2 I'm watching atm. I just don't have time to watch more. And I'm still not caught up on the Maori game. Though I have a few extra days off this week, and the weather looks like it may be rainy tomorrow, so should get more caught up.
 
I was rather interested in more Mali runs other then Many a True Nerd's video.

PotatoMcWhisky's Gov video is rather informative for power, gov abilities, and strategic resources. He shows quite a lot of the unit and building tool-tips.
