Well, I have been away from this game for such a long time that I almost didn't recognize the game when I opened it up.
I decided to take the advice and build up towards a war with Sally and Monty, and was ready to declare near the end of my turnset, extremely discouraged by how broken the Apostolic Palace appear to be when FINALLY:
At this point, I decided it wasn't worth it to pass it off, so I rested all our units to speed things up. I began to get worried as I pressed Enter 10 times... 11 times... 12 times... 13 times... (as I was WAY over the 15 turn limit) until...
End-Game Conclusion:
We actually held 4 of the top 5 cities:

Even more than before, I feel as if the Apostolic Palace is confusingly broken. Are there set number of turns between votes or what? I hope nobody minds that I took this to the end, but I didn't expect it to drag out for so long.

I am glad to record another win.
However, considering it took 3 turnsets (1 long) to get the result I don't think AP was faster then domination.
Lesson learned - stick with the victory conditions you can control. IMHO going for the AP wasn't worth it as we would have finished faster with domination.

yes there are a set number of turns, but there's more to it than that and it can be very confusing. for the UN it's 4 turns and an option always pops up since there aren't conditions to be met. for the AP i think it's 10, but often nothing pops up for dozens, maybe 100s of turns, since no votes conditions are met. for example, nobody's at war so "stop the fighting" doesn't apply. no cities under contested culture so "assign city" doesn't apply. one team could win diplo victory itself, or not everybody has the religion, so Religious Victory doesn't apply, etc.
ps Belial i told you HC would be a brat and vote for himself. naturally it didn't matter but it makes me giggle so i have to be a brat and point that out
