What is really disgusting is that Ulaanbaatar holds as I am forced to abandon the attack. That will be the last offensive attempt until multiple tanks.
I notice we have some core cities at size 12 with excess food. I will work on fixing these cities.

I got a leader whom rushed a commercial dock in Delft.

Now that tanks are available I disband the last of our cannons into artillery.
(IT) The only AI action is some annoying bombing.

I get another leader that rushes a bank in Middleburg. I expect to start getting a lot of leaders soon as our tanks are quickly going elite and attack 2 times a round.
(IT) The only action is the AI obsession with bombing New Tilburg. I wonder what resource it has.
1864 AD
I killed 1 tow, 2 rifleman, 8 guerillas, and 9 infantry. (73-14)
We get our first leader generated from a tank. He rushed a bank in Arnhem.
We immediately get another tank leader. He rushed a bank in Holwerd.
Leader insanity continues and the next leader rushed a stock exchange in Middleburg.
There are NO ground units inside our borders.

I killed 1 cavalry, 9 tows, 1 guerilla, 3 marines and 4 mechs. I lost 3 cavalry and 2 tanks. All my losses were against 1 hp units! Killing a stack of tows is nasty. (108-20)

I killed 1 mech, 2 cavalry, 4 tows and 10 infantry. I lost 1 tank.
I just realized several of us missed an obvious target and I bomb the Sumerian ivory with our artillery.
Summary:
This game could be LOST ASAP. We must make a major successful offensive quickly, or we lose. Our subtle science mistakes over the game such as missed specialists, unit upgrades, etc may come back to haunt us. We just missed building the UN.
The goods news is the AI stacks have all but been destroyed. There is just one decent size Babylonian stack left. We are now just dealing with newly built units.
We have 63 infantry, 11 TANKS, and 68 artillery pieces.
I think all rushed commercial buildings should make it clear what my decision on spies vs. research is. After flight we go for spies, then SELL all libraries / universities and build up cash to steal with. My decision is partly based on saving a lot of cash from all those sold buildings and the saved GPT. We also convert all scientists to taxmen.
