You should watch the disagreement between Trump and LA Mayor Karen Bass yesterday. Trump has already lined up people to help rebuild LA and they are ready to start immediately. He has already agreed to waive federal permits, and is holding California officials accountable to waive their permits so that rebuilding can begin. You'll see that Trump wants it done now, and it's the mayor who is trying to delay.
Perhaps Marco Rubio will be our Marco Antonio and will fight against Barron/Octavian for leadership after Donald Trump is done? But I'm hoping they form a new triumvirate, perhaps with Kai or someone else who is well qualified.

It's hard to follow the video when half the people didn't have a microphone. I couldn't hear anything they said.
Of course the media, if we're going to take this whole thing to its metaphorical conclusion, would want to know who gets to be Cleopatra. The soap opera angle is what will keep viewers watching.
This is reminding me of that horrible experience of forcing myself to slog through Antony and Cleopatra by Colleen McCullough. That has got to be one of the most boring historical novels I've ever read, as the only interesting character in it was Livia. I started looking forward to the two protagonists' deaths before the book was even half over.

The buildings burnt down because they were made of inflammable material.
To me the primary requirement in re-construction is that replacement buildings should be both earthquake and fire proof.
This means using steel and concrete for the structure and walls, coloured gazed ceramics rather than wood and paint
etc for roofing, and metal rather than wood for doors and window frames etc.
Now a consequence of that is that the replacement buildings will not look at all like the destroyed buildings,
the ambience will likely be different, so it is questionable whether one should allow inhabitants to rebuild as was.
My understanding is that in some areas whole streets were destroyed, in other areas perhaps isolated plots.
For isolated plots, one might let their owners rebuild at leisure, providing designs earthquake and fire proof.
However where whole blocks of houses were destroyed, a more strategic approach might be appropriate;
i..e in terms of adopting a standardised design set and having the whole block/street rebuilt at once..
That could be done quite rapidly:
(i) allow a short period for owners to recover valued artifacts
(ii) state immediately acquire land (later paying owners the then cash value for the land)
(iii) mass removal of debris .
(iv) determination of design for the block
(v) modifying electric, water supplies, sewage pipes etc for the new design.
(vi) construction of replacement buildings
(vii) sale of buildings with original owners/renters being offered first refusal.
As for permits, that'd involve a review of the standard design set and then a single permit for the whole block/street.
