Make Every President Before 1989 an Alternate American Leader

The title explains the premise. For every president that the United States has had through its history up until 1989 and the inauguration of George H.W Bush, make them an alternate leader for the American Civilization. This is mostly for fun, so don't be afraid to post something that's silly rather than a serious design idea or incorporate some not-actually-in-the game mechanics, like World Congress, Corporations, etc.

As a reminder, here's the abilities unique to America:
Founding Fathers- Earn all Government Legacy Bonuses in half the time.
P-51 Mustang- Compared to the Fighter which it replaces, the P-51 has 2 more range (for a total of six), +5 combat strength versus other fighters, and gains 50% more experience.
Film Studio- Compared to the Broadcast Tower which it replaces, the Film Studio doubles the tourism from a city starting in the Modern Era.

Thomas Jefferson: Enlightened Hypocrisy: All policy cards have the opposite stated effect.
Agenda: A Little Bloodletting: Likes civs that change governments frequently; dislikes civs that keep the same government for too long.

William Henry Harrison: Longest Inauguration, Shortest Presidency: You may change your government or policies the turn after finishing a civic without paying gold at the cost of -2 Amenities in every city for eight turns.
Agenda: Old Tippecanoe: Likes civilizations who aggressively combat barbarians and city-states; dislikes civilizations who ignore barbarians and city-states.

Millard Fillmore: Know Nothing Party: City growth rate is reduced by one quarter but +1 Amenity and +1 Housing capacity in each city.
Agenda: Gunboat Diplomacy: Will threaten aggression against civs who refuse to trade with him.
 
I sincerely hope for the Presidents on Mount Rushmore to be alt leaders so Firaxis can release a "Mount Rushmore" Leader+Wonder DLC Pack. It would be so fitting. Anyways, here I go:

George Washington: Continental Army: All garrisoned units gain a free Promotion on the outbreak of war. +4 Combat Strength from defensive terrain. Gain the Minuteman unique unit.
Minuteman: Unique replacement for the Musketman unit. Cheaper to produce and maintain, and gains experience 50% faster. +5 Combat Strength against other Melee units.
Agenda: ???

Thomas Jefferson: Louisiana Purchase: Buying tiles triggers a culture bomb. 50% of the Gold cost of the original tile is given to victims of the culture bomb, and the other 50% is converted into Culture for the city that bought the tile.
Agenda: Agrarian Republic: Likes civs that improve their tiles, specifically farms and plantations. Dislikes civs that ignore tile improvements, or that make negative impacts on tile appeal.

Abraham Lincoln: Anaconda Plan: Units ignore the terrain costs of tiles adjacent to rivers. When sieging a city, sieging units get +10 Combat Strength, and the city does not get a combat bonus from its garrison.
Agenda: Emancipation Proclamation: Likes civs that address the needs of its citizens. Dislikes civs that ignore Amenity or Housing deficits.

Also:

Mount Rushmore: Unlocked at the Nationalism civic. Must be built on a Forest Hill. +2 Culture, +1 Appeal to all adjacent tiles. Doubles all previously accrued Legacy bonuses, and adds +10% to the progress of the current Legacy bonus.
 
@Jujubeets I like your take on Jefferson (mine was obviously tongue-in-cheek), though given Jefferson's notorious approval of the French Revolution I like my agenda better. ;)

Encampments yield 2 culture per turn, and every era that passes will increase the culture production in Cultural Districts (e.g. +1 in Classical, +2 in Medieval, etc.)

Following the War of 1812, the Major political divide in the US dissolved in favor of rising patriotism that'd persist to this very day. The Nationalistic feelings led to the United States developing its territories and pushing its claims on foreign lands, and pulling the American state out of foreign affairs in the Monroe Doctrine (see below). To emulate the development of systems and policies under his presidency, cultural development is increased more significantly, giving you a far advantage in Governance and Policies.

James Monroe will diplomatically ignore all civilizations with capitals on other continents, he will attack civilizations with capitals on other continents and cities on his home continent.

As Nationalism/Patriotism was on the rise, more and more citizens of the US began to see it as necessary for the Independence of European Colonies in America to prevent the reconquest of the US by European powers. To do this, James Monroe instituted the "You no hurt me, I no hurt you." policy. Only during the US civil war did they fail to keep this promise, when Mexico's government was overthrown by the French to be led by Maximilian I. The policy taken is mirrored with Monroe wanting to keep foreign powers from taking pieces of his continent for themselves, even if it is a suicidal charge.

LUA: The Business of the American People. Commercial districts can be rush bought. Commercial districts get adjacency from resources (bonus, strategic, and luxury).
LA: Silent Cal. America will not form more than friendships. Dislikes civs that declare joint wars.

Too close to Teddy to reasonably expect, but the inclusion of Silent Cal would make my day. Or year. :D
 
Andrew Jackson: Battle of New Orleans: Your units gain +10 combat strength the turn after you end a war.

Woodrow Wilson: League of Nations: You may found the World Congress one era earlier than usual. You may not join the World Congress.

Warren G. Harding: Teapot Dome: Your strategic resource tiles provide +1 gold but no resources.

Richard Nixon: Dirty Tricks: Your spies have double the usual chance of being captured but can perform missions targeting your own cities.
 
James Madison: The Scepter of Reason- Every % point of Legacy Bonus America earns in the Classical Republic, Merchant Republic, Oligarchy, or Democracy governments grants +1 science and culture. Agenda: Bill of Rights- Dislikes Civilizations in the Theocracy, Autocracy, Monarchy, Fascism and Communism governments.

John Adams: Alien and Sedition Acts- Spies operate at 1 level lower in America. No war weariness from wars with a casus belli. Agenda: Federalist: Likes civs with high population capitals that have many districts. Dislikes civs with less developed capitals.

Wrong Adams: The Alien and Sedition Acts were signed by John Quincy Adams. ;) Despite those acts, I'm rather a fan of both Presidents Adams.
 
Andrew Jackson:
Leader Ability: Bank Buster- Whenever an American trade route is started or completed America receives a lump sum of gold (varies by game speed and era) as well as a 20% production boost in the host city that turn. Civilizations that send trade routes to American cities reward both civilizations with a smaller lump sum bonus. Commercial hubs generate only 50% as much gold per turn and building maintenance in Commercial, Industrial, and Harbor districts is increased by 25%.

Agenda: Old Hickory- Diplomatic penalties for denouncing America or its allies are doubled. Likes Civilizations that refrain from denouncing.

Leader Ability:
The Oregon Trail
Traders and Settlers have double movement points, and when Polk discovers Gunpowder he will earn the Flying Artillery, replacing the Field Cannon.

The Oregon Trail was (as many might guess) a trail to the Territory of Oregon, over it some five-hundred thousand people traveled west. This became part of the major trans-american Arteries, allowing the flow of goods and people betwixt the two parts of the United States. The Flying Artillery was the nickname for the Horse Artillery due to how quickly they could move about, and became prolific through the 19th century.

An Industrial Ranged Unit, the Flying Artillery is meant for raids on opponent's cities (and their defenses) only escape while the bulk of your forces arrive.
Leader Agenda:
Manifest Destiny
James Polk hates civilizations that are suzerains of city-states on his borders and will expand on connected continents. Hates Large Empires with Large Armies.

Needless to say, Manifest Destiny was a major influence in American History. The border dispute with Mexico being a notable one, as it eventually boiled over to become the Mexican-American war, which had America gain the Northern Half of Mexico after curb stomping it. The Major concept of Manifest Destiny was the opposite of Atlanticism: America should expand into the Continent and span sea to shining sea. This led to Militarization of the US on its march west.
 
Richard Nixon:

War on Drugs: 66% less war weariness in all cities. - 1 Amenity and +25% production toward builders in all cities after mass production is researched. Can capture traders coming to your cities without declaring war and gains a two charge builder when doing so (will receive a -15 relation hit for 20 turns).

Agenda War on Drugs: Will produce many builders and will aggressively attack traders going to his cities. Likes civs that make a lot of builders, hates civs that send traders into his cities. Will not agree to buy luxury resources in trade deals and will attack city states that send traders into his land.

Will have a high chance of getting the following hidden agendas:
Exploitative
Standing Army

Will not get fun-loving agenda.

Reaganomics: -5% Gold Per Turn per era. +1% GPP per era.
Tear Down This Wall: Reduced diplomatic penalty from differing ideologies. Emphasises high technology military units and Faith.

Commander-in-Chief
All military units starting in the Industrial Era have 1 action as military engineer, Starting with Rifling you receive the Continental Regiment

George Washington was elected Commander-in-Chief of the American Forces during the Revolutionary war in 1775. In the following years he saw many 'tactical' retreats and was nearly killed in the winter of 1776. Due to training from the Prussian General Steuben and reinforcements from the French Army, the US Continental Army managed to Last through the war being taught the modern principles of war. Following the War, the Continental Army was absorbed into the United States army in 1796, with the Continental Army's last notable battle being the Battle of Yorktown, before many soldiers leaving for their home states.
Leader Agenda:

Father of his Country
Washington will keep a Standing Army the average size of every civilization's army in the game. Washington Ignore all civilizations.

George Washington, throughout his presidency saw a neutral opinion to most nations of the time. Ignoring the French Revolution and Keeping a neutral stance to the world outside his territories. He didn't have an army too notable during his presidency, but had enough to provide for the nation's defense (see Whiskey Rebellion)
