Making DVD: How to?

I'm completely unfamiliar with burning, writing, recording CDs, DVDs and other things of this kind of nature. Therefore I'm seeking an answer and possibly recommendation here. The question is simple: How can I turn a movie that is stored on my hard drive into a DVD. I suppose I need a clean DVD and software necessary for the operation, but again, as I mentioned, my understanding of the subject is quite foggy. Your responses are appreciated.

I use Nero Vision.

It lets you import MPGs, AVIs, and other video files, create menus, etc.

I have Nero too. Is it the best for such purpose? I burned one DVD so far and it seems though that it's been reduced in quality in comparison to the one on hard drive. Not greatly but noticable to me. Is this normal effect or it is possible to avoid it?
