Can you use armies to fight and/or claim the turn they're built, and if neither, do they not cost upkeep the turn they're created (they'd effectively cost 15 before you can use them)?

Neither, and no, they don't cost any upkeep the turn they're built.

However, if you're going to do what I think you're going to do with your precedent, keep in mind that Turn 1 wars are not going to happen. At least that isn't so arbitrary I guess.

We are the Chaldea Security Organisation. In the world we hail from, we existed to protect humanity from destruction by its enemies. It appears that we are in another world now, but our goal still remains the same. Even though the humankind of this world died out one hundred years ago, we wish to pursue this goal. We now know that we are not the only ones who have been thrown into this world, there are the many nations that I am writing to now. Additionally, there are the millions (perhaps billions) of humans who have been thrown into this world without a nation to call their own. These "survivors", which was we initially thought that they were, are without a home and are falling prey to the countless monsters that have followed them. It is for them that we continue our mission.

We wish nothing but peace with other nations, both human and non-human. It would be hypocritical for us to condemn non-humans when many of our Servants were not entirely human either. While we will have to expand our military to achieve our goal of bringing civilisation back to humanity and many Servants are infamous for their warmongering tendencies, we will not turn our forces on another without just cause. Peaceful cooperation is the foundation for the continued survival of civilisation. However, we will not tolerate those who wish to sabotage our mission. We will give no mercy to those who threaten humanity's past, present or future; whether you be human or not.
