Master/vassal plot control rules

Can somebody point me to the part of the code where it's determined that a master gets all the plots his vassal controls if they're in the master's BFC?

I'd like to soften that a bit so the vassal can keep the first ring around his city, but can't find where it's coded.

Have a look at: PlayerTypes CvPlot::calculateCulturalOwner() const.

I think this is the place you would need to tweak the logic.
