As far as I know, Leoreth balanced the mod for Regent difficulty, and it's not really supposed to be played on harder levels. Leoreth did some effort in balancing on higher levels, I suppose, but not for each and every civ. Several civilizations can be played at Monarch difficulty without problems, for many others that is simply impossible because the mod is balanced for Regent/Standard. And I believe Maya is among the latter.
My usual approach to tackle Monarch level (which is when the AI is actually starting doing dangerous stuff and is as competitive as I like) is using a precursor civ to leave me some ruins that my own civ can build upon. That makes the game easy again however, so sometimes the challenge is to win on Emperor level while using precursor civs. Now that's hard.
Other players tackle Monarch by deviating on the turn length, because Marathon makes things easier again. (I hate it because I'm a micromanager and it means twice as much time is needed to micromanage things.)
