** Playing as Japan, have a district with 6 adjacent unpillaged districts **

Honestly, it took me awhile to try setting this all up.. only to get some unclear "restrictions" to building the required 7th in the last location around the first.

Yeah -- sure we all get "sharp green indicators" & some stuff has inherent limits... both of which i already know about. Unless, Luxury Tiles are blocking any such districts??

But -- AFAIK.. that attempt shouldn't have prevented me from accessing the (Dyes) tile.

Any hints or can anyone confirm this (undocumented) gameplay condition?

What district are you trying to build? Also could you try harvesting the dye first with a builder?

Egypt only I think.

Oh yeah if those are flood plains then nobody but Egypt can build districts on them.

KrikkitTwo has the correct answer, i believe. Thanks.

That Dyes tile was already improved.. yet, IF only we could indirectly remove it (with builders or by self-pillaging).. that would solve such a weird problem of improper planning decisions by silly me. :)
@MagicCuboid, IIRC it was either an "Entertainment Complex" or a "Theater Square"... since other cities were assigned to these related tasks. Don't forget the Pop-scaling had to reach 16 in Kyoto (Capital) at this point of the game. Also.. since the new Civ6 city grids (29 Hex maximum!) are tighter than ever, the potentially better area is somehow hard to detect or predict.

PS; This achievement is exclusive to Japan, btw.

Arrrggghh!

I just gave this tricky stuff another attempt and (AGAIN) the achievement didn't trigger... unless someone can indicate precisely what went wrong in that obvious setup, i'll have to give up on this wild technicality about which districts are valid or not. :(

1) Holy Site
2) Theater Square
3) Campus
4) Industrial Zone
5) Encampment
6) Commercial Hub
7) Aqueduct

First to last -- In that specific order.. all built and properly activated. :wallbash:

Fun fact - my Meiji Restoration triggered without having a central district and six around it. While I did eventually manage that my initial 7 were the city center plus 6 more strung out in preparation for the central district. In other words having 7 districts touching and unpillaged seems to work just fine.

I got Meiji Restoration from this layout. Took me a few more turns to get it though. Maybe it was still processing the fact that none of my districts were pillaged? Idk.

Btw, this was done in Settler, Huge Pangaea, Online Speed, Information Era, Sparse Resources, Old World Age, Arid Climate, Hot Temperature, and Low Sea Levels. Didn't really want to cheese out on the achievement, but for the sake of testing, I did it anyway.

Ok guys'n'gals, lots of good advice in there.

While i feel the "Aqueduct" could certainly be the flaw in that setup, if the CityCenter itself does count as one adjacent part of the necessary 7.. maybe it's just a matter of proper planning or even mixing up more than one of each types.
Let's see if i just can pull back from an AutoSave before dropping the guilty Aqueduct on that hexa-grid.

As long as we're talking about Japan here , What are the 3 districts they get a discount on?

Holy sites, Encampments, and Theater districts.

AFAIK, Japan only gets bonuses from building adjacent Districts. Never heard about those three discounted specials.

(( Gee.. while typing, the REAL answer was actually posted! ))
It's part of Tojo's Divine Wind ability, in addition to combat bonuses on coastal areas. Without it, Tojo's ability would be rather weak.
