Meiji Restoration achievement did not pop

screenshot attached. I clearly have at least 2 ways this achievement should have popped and did not.

Meiji Restoration achievement did not pop
Playing as Japan, have a district with 6 adjacent unpillaged districts

District 12 achievement did not pop
Build every district type in one city and the Colosseum
maybe because I didn't have a spaceport in the city.
