Memetwork's ability does nothing (reproducible)

I'm playing a single player game post-winter patch, using version 1.0.2.658.

I'm at Supremacy 5 with the Memetwork in my capital. I was unable to build Augmentaries, even though Supremacy 5 + the -1 affinity from Memtwork should make it possible.

Several turns later, I unlocked a new virtue to put me at Supremacy 6, and I was able to start building them.

According to my game, augmenteries unlock at level 7 supremacy, in which case I'd say it worked as intended!
