Some new ideas for America:
Give us your tired huddled masses: Whenever America razes a city, receive some of it's population. When an american city is razed, recieve all of it's population into nearby cities (+1 per city) and +10% production for the next 10 turns. Whenever a city is razed in explored territory, chance to get +1 population in an American city. (It works a lot like the Aztec Eagle Warrior turning units into builders)
Men in Black: American unique unit when Richard Nixon is their leader. Replaces the Ranger.
Cheaper to build, slightly lower combat strength.

Newly trained MIB Start with a free promotion
Partial Stealth: Cannot be seen except by Adjacent units, UNLESS at war With America
MIB may "Detain" and "Relocate" unguarded civilian units without triggering war.
(The captured builders and settlers are instantly sent to the nearest American city.
Settlers and Builders captured during war are not relocated)
If a MIB is within 6 tiles of an American Spy in a foreign city that is not a city state, that spy completes his operation 50% faster and operates at 1 level higher then usual.
Tricky dicky: Spies Fabricate scandals in City States 25% faster, and receive a free envoy with the city state, the first time a scandal has been successfully fabricated.
Futurama: Preserved as a head in a jar, Nixon has found a way to make Giant Death Robots more efficient, and more awesome, consuming 1 less Uranium per turn. Receive a free GDR when researching (The technology that unlocks them.)
Strategy: men in black seem to know everything about everyone. Slightly less effective then the Ranger in regular combat, they prefer to hang around peaceful cities running covert operations to assist the endeavors of American spies, or Detain and Relocate civilian unguarded civilian units. Therefore, Nixon focuses on Science and tries to establish friendships and alliances, but anyone who would trust him as an ally ought to be careful, as these are his favorite targets for use of spies.
