Merchantman Stuck in Europe

Suddenly, my merchantman was stuck in the European port and refused to budge whatever I did. I kept getting reminders that it was there waiting for orders, but no matter what I tried (buying goods and putting it on board it, putting emigrants on board it), it just stayed frozen. To check things, I bought another merchantman, and it also refused to leave port. But galleons and privateers entered and left without any problem.

Thanks! Here is the save I made after winning. I played as Cornelius McDuck of the Dutch. As you can probably guess, I intended to get filthy rich, and despite the efforts of the king, I did.

I've seen this issue in another forum, and in neither place has it been resolved. I've also purchased ships in Europe and been unable to sail them to the colonies. Here's my saved file.
