Messy tech screen

Is this knows issue:

This occurs after updating GEM version. I noticed this issue multple time with different GEM versions. Last attempt was with Gem v1.6.9, Civup v2.0.38 (other mods were turned off and I started new game). This issue did not reproduce if only Civup is activated and GEM is turned off.
Also tried Common Checklist - sometimes deleting cache and mod cache resolves this issue.
The issue description - unable finish first turn because player is unable to select tech (and also production screen is messy)

This has been seen before in cases where other mods with errors were used. Do you use other mods?

Remember that you should have nothing other than the mods you want to use in the "Mods" folder. they can mess up the game even though you don't enable them.

That's what my tech screen looks like but I have 3.

Yes, I used also other mods. Then I removed all other mods (except CivUP and GEM) from "My Games\Sid Meier's Civilization 5\MODS\" and deleted cache + ModUserData files. Problem still exist with only CivUP + GEM mods.
