Videos and sounds are played in the game through the Miles sound system API and the Bink Video API.
So.. a quick look through, got me noticed that the Mss32.dll (Miles sound system dll) included with the game is not the latest version (which can be downloaded from http://www.radgametools.com/mssdown.htm, and then u can find in the ..Miles Sound Tools\MilesDem\redist\.. the updated files).
Maybe this could fix some choppy sounds problem, especially during wonder movies. The game included dll is version 7.0c and the new version (as of the moment of writing) is 7.0d. You can see in the game's folder Civ4\Miles\win32\ that there are the other files, located in Miles Sound Tools\MilesDem\redist\.
You can try replacing, but please do Backup all the game original files somewhere and.. if you try something you try it on your own risk.
Now.. for the video - with the game we've got binkw32.dll - version 1.6b and the latest version is 1.8g - http://www.radgametools.com/bnkdown.htm , undfortunately if you download the video tools freely available, there is no binkw32.dll in the installed folder afterwards. Maybe some developer here can say if he knows where to search for an updated binkw32.dll. But for sure the videos (wonder movies, etc) are played through this file. So if we can fine some updated solution, maybe game lagging (video lagging) will be fixed.
Note: I had also video lagging throughout the game, not only wonder movies, and this was fixed by two things:
1) I downloaded the latest AGP drivers for XP for my SIS motherboard from the official SIS website. If you have other chipset, please go and get the latest AGP for your OS driver.
2) I download the latest DirectX SDK from microsoft, by the moment of writing, the version is from October. It really gets updated DirectX dll's (newer than the ones included with the game).
These 2 things helped me get a really fast going game (no video lagging) with the only problem of wonder movies, which I hope will fix the commented above new Miles sound system and Bink video drivers/dlls (if I succeed to find the new Bink dll).
