ok , i was playing a bit today and moved to one of the military civics taht allows you to draft units. its says you can draft 3 per turn, however i was only able to draft 1 per turn . any thoughts?

It requires a certain population. I don't use it too much, but in vanilla I think it is 6+ population, unless it is a really advanced unit, in which case it is a point or two more. Try that, otherwise remember you probably can't use it right away if you are still in anarchy or city revolt.

It's only one per city per turn, 3 total.
