Click to expand... The "Insane Chance" can be changed in the editor. It starts at 100, increasing it to 300 would make it a 3% chance each turn. If you don't have excel you can change it with notepad in the '..\Fall from Heaven 2 016\Assets\xml\GlobalDefinesAlt.xml' file.
